The Dien Hong pumping station ensures irrigation water supply for over 3,000 hectares in Phong Chau ward and surrounding areas.
Currently, the company manages, operates, and exploits 1,789 infrastructure projects, including: 192 reservoirs, 1,263 dams and sluices; 232 electric pumping stations, 109 culverts through dikes, over 2,281 km of canals and ditches, and over 186 km of water supply pipelines. This system serves irrigation, domestic water supply, and production for over 210,870 hectares in 66 communes and wards in the former Phu Tho province. Not only does it play a crucial role in supplying water for agriculture , the system also serves multiple purposes such as domestic water supply, aquaculture, landscape development, and ecotourism.
However, the reality shows that the company is facing numerous difficulties and challenges. Many structures built long ago have deteriorated and no longer guarantee safe operation, especially during the rainy season. The fragmented, dispersed, and uncoordinated system makes management and maintenance difficult. More worryingly, water levels on the Lo, Thao, and Da rivers have continuously decreased since the end of 2022, rendering numerous riverside pumping stations inoperable due to water levels falling below the minimum suction level.
Furthermore, natural disasters such as flash floods, landslides, and mudslides are occurring more frequently in the midland and mountainous areas, seriously threatening the safety of dams and reservoirs. Meanwhile, the current state-regulated price for public irrigation services is only equivalent to the subsidy for irrigation fee exemptions stipulated in Decree No. 67/2012/ND-CP, applied from 2013 to the present. Funding from the budget and local authorities is limited, meaning maintenance and repair work is only a temporary fix and not sufficient for a comprehensive system upgrade. In light of this situation, the Party Committee and the Board of Directors of the Company have proactively implemented many adaptive solutions. Comrade Nguyen Minh Thuy - Secretary of the Party Committee, Chairman, and Director of the Company - stated: “We clearly recognize that the irrigation system is not only technical infrastructure but also strategic infrastructure, playing a key role in ensuring water security and agricultural development.”
Therefore, the Company's Party Committee has focused on decisively directing and implementing comprehensive solutions such as: investing in and upgrading reservoirs, dams, and pumping stations; building auxiliary pumping systems in high-lying areas far from water sources; and especially strengthening maintenance and regular inspections to ensure the safety of the structures and guarantee long-term service to the people and production.
Accordingly, the company has intensified efforts to reinforce spillways, expand the reservoir's water storage capacity, and install additional electric pumps in areas frequently experiencing water shortages during the dry season. Pumping stations are strategically located, ensuring connectivity and flexible operation according to the actual conditions of each region. Specifically, at the Dien Hong Pumping Cluster of the Lam Thao Irrigation Enterprise – one of the key points supplying irrigation water to over 3,000 hectares in Phong Chau ward and surrounding areas – water shortages frequently occur during the dry season due to the sharp drop in the Red River's water level.
Thanks to a good irrigation system, farmers in Phung Nguyen commune have a reliable water supply, ensuring the development of agricultural production.
Comrade Nguyen Van Tuu - Head of the Dien Hong Pumping Cluster, Lam Thao Irrigation Enterprise, shared: “The cluster has 5 main pumping units, each with a capacity of 3,700 m3/hour. However, during the dry season, the river water level drops too low, insufficient for the pumps to operate. To promptly meet production needs, the company has flexibly installed 4 additional pumping units outside the sluice gate, each with a capacity of 1,890 m3/hour. Thanks to this, we are still able to maintain irrigation water supply, ensuring that farmers are not caught off guard.”
"Without such timely measures, our entire production area would be severely affected." Besides serving agricultural production, the company also actively exploits irrigation works for multiple purposes. Many works are used to supply water for domestic use, aquaculture, landscape improvement, and promote ecotourism in localities such as Ly Lake (Thuong Long commune), Ao Chau lagoon (Ha Hoa commune)... This is a sustainable approach, contributing to diversifying the economic value of the irrigation system.
With particular emphasis on disaster prevention and control, ensuring dam safety during the rainy season, the company has meticulously developed emergency response plans, and its personnel and equipment are always ready to respond to unexpected situations. At the same time, the Company's Party Committee has directed increased coordination with local authorities and relevant agencies to mobilize investment resources, linking irrigation work with the planning of concentrated production areas and the development of high-tech agriculture.
The achievements over the past period have demonstrated the important role and position of the Phu Tho State-owned One-Member Limited Liability Company for Water Resources Exploitation in ensuring water security, supporting production, and improving the lives of the people. However, to continue to play a core role, stronger attention and investment from relevant levels and sectors are needed. Only when the irrigation system is truly considered a "strategic infrastructure" and is invested in comprehensively can the goal of developing green, efficient, climate-change-adaptive, and sustainable agriculture in Phu Tho be achieved in a substantive and long-term manner.
