Developing the Ho Chi Minh National Academy of Politics to be worthy of its position, role, functions and tasks in the new period

On the afternoon of January 6th, at the Government Headquarters, Politburo member and Prime Minister Pham Minh Chinh held a working session with key officials of the Ho Chi Minh National Political Academy to encourage, evaluate, and guide the Academy's development in accordance with the Politburo's decision; and to address the Academy's proposals.

Attending the working session were Politburo member, Director of the Ho Chi Minh National Academy of Politics, and Chairman of the Central Theoretical Council Nguyen Xuan Thang; Central Committee members: Minister of Home Affairs and Deputy Head of the Central Organization Department Pham Thi Thanh Tra; Minister of Education and Training Nguyen Kim Son and Deputy Head of the Central Organization Department Hoang Dang Quang; Deputy Chief of the Central Party Office Lam Thi Phuong Thanh; and leaders of ministries, branches, and central agencies.

After listening to the opinions and speeches at the working session, Prime Minister Pham Minh Chinh stated that the Politburo, the Secretariat, headed by General Secretary Nguyen Phu Trong, and other Party and State leaders are extremely concerned and eager to build and develop the Academy to match its assigned position, role, functions, tasks, and powers; affirming that the Ho Chi Minh National Political Academy has a position, role, and importance in the training of cadres - "the key of keys".

According to Decision No. 145-QD/TW dated August 8, 2018, of the Politburo, the Ho Chi Minh National Academy of Politics is an agency directly under the Central Committee of the Party; it is placed under the direct, comprehensive, and regular leadership and guidance of the Politburo and the Secretariat.

The Ho Chi Minh National Academy of Politics is the national center for training and fostering mid-level and senior leaders and managers, as well as political theory and science cadres of the Party, State, and socio-political organizations; it is the national center for research on Marxist-Leninist theory and Ho Chi Minh Thought; research on the Party and State's guidelines, policies, and laws; and research on political science, leadership, and management science to serve teaching and learning, contributing to providing scientific arguments in the formulation of the Party and State's guidelines and policies.

According to the Prime Minister, over the past period, the Academy has inherited and further enhanced its glorious history and traditions, comprehensively fulfilling the tasks assigned by the Party and the State, and making many important contributions to the cause of building and protecting the socialist Vietnamese Fatherland, including implementing a strategic breakthrough in human resources.

The Academy has made many innovations in carrying out its assigned functions, tasks, and powers, achieving many concrete results in training, scientific research, international cooperation, policy consulting, and coordination with agencies within the political system and with local Party committees.

To enable the Academy to better fulfill the tasks assigned by the Party and the State in 2024 and the following years, the Prime Minister further emphasized several areas that the Academy needs to pay special attention to during implementation, further demonstrating and affirming the stature, intellect, identity, position, role, and importance of the Party's highest-level institution.

Accordingly, the Academy closely adheres to the policies, orientations, and directives of the Party and the State, continuing to strongly and comprehensively innovate all aspects of its activities to excellently fulfill its tasks; proactively implementing synchronized measures to create breakthroughs in all aspects of its work in accordance with the spirit of the Resolution of the 13th National Party Congress and the Resolutions of the 13th Central Committee Conferences; promoting training, scientific research, policy advice and consultation, international cooperation, etc., creating a new emulation movement, a new mark, a new momentum, and new driving force for new victories.

The Academy's leadership and faculty must possess strong political resolve and continuously strive to affirm its identity and leading national position in training and fostering mid-level and senior leaders and managers for the Party and State, guided by the principle of "students are the center, lecturers are the driving force, and the school is the foundation." This should be done in the spirit of closely adhering to and respecting reality, starting from reality, and using reality as a yardstick; resolutely overcoming the problem of laziness and reluctance to study political theory; and continuing to affirm the Academy as a national center for research in political theory, summarizing practical experiences, developing theory, and advising on policies for the Party and State.

The Prime Minister proposed strengthening and developing the human resources of the Academy system; promoting training and professional development to improve the quality of lecturers and scientific staff of the Academy, in conjunction with further promoting the implementation of Decision No. 587 of the Prime Minister on improving the capacity of cadres, civil servants, and public employees of the Ho Chi Minh National Academy of Politics and provincial and centrally-administered city political schools in the period 2019 - 2030.

The Prime Minister emphasized the need to set an example in Party building within the Academy system, ensuring that the Academy's Party Committee, especially the Standing Committee and the Academy's leadership team, is truly united, clean, strong, and possesses high leadership capacity and fighting spirit; and to prevent and combat corruption, negative phenomena, and manifestations of "self-evolution" and "self-transformation" within the organization.

Cadres and Party members of the Academy must set an example in self-improvement, always being a team that the Party and the people have absolute trust in terms of politics, ideology, revolutionary ethics, lifestyle, and conduct.

Along with that, modernize the physical and technical infrastructure in conjunction with the practice of Party School culture. Further enhance the role of the Academy in managing and providing professional guidance to the system of provincial-level political schools nationwide.

The Prime Minister affirmed that the Government always supports and accompanies the Academy in a proactive and positive spirit. This includes coordinating the successful organization of the Academy's 75th anniversary celebration in 2024, in accordance with the current situation, thereby affirming the Academy's growth and strength, summarizing and promoting achievements and experiences, and continuing to build the Academy to be worthy of its position, role, functions, tasks, powers, and glorious history and traditions.

Regarding the Academy's proposals, the Prime Minister basically agreed in principle; establishing and assigning Deputy Prime Minister Le Minh Khai as the head of a working group, with the participation of leaders from ministries and agencies, to work with Party committees and relevant agencies to review all issues raised at the meeting, provide opinions on matters of principle and policy… from which specific plans and projects will be developed. The Government will resolve issues within its authority; if beyond its authority, it will report to the competent authority for consideration and decision.

Considering 2024 as a breakthrough year of significant importance in successfully implementing the Resolution of the 13th National Party Congress, the Prime Minister expressed confidence that the Academy will excellently fulfill its tasks in 2024 and make even greater contributions to the cause of building and defending the socialist Vietnamese Fatherland.
