Standing Deputy Secretary of the Provincial Party Committee Nguyen Long Hai inspected the operation of the two-level local government model.

Today, July 8, Alternate member of the Party Central Committee, Standing Deputy Secretary of the Quang Tri Provincial Party Committee Nguyen Long Hai had a working session to inspect the operation of Party, government and Vietnam Fatherland Front agencies according to the 2-level local government model in Dong Ha ward and Nam Dong Ha ward. Attending the working session were Member of the Provincial Party Standing Committee, Chief of the Provincial Party Committee Office Le Van Bao; Vice Chairman of the Provincial People's Committee Le Duc Tien; Member of the Provincial Party Standing Committee, Party Secretary, Chairman of the Dong Ha Ward People's Council Le Quang Chien; leaders of Nam Dong Ha ward and representatives of relevant agencies.

During the meeting, the leaders of Dong Ha ward and Nam Dong Ha ward reported on the operational status of the two-tiered local government model and raised some difficulties related to office space, personnel for task implementation, infrastructure, administrative management, financial management, ward budget management, land management, etc.

Simultaneously, the following recommendations were submitted to the Standing Deputy Secretary of the Provincial Party Committee Nguyen Long Hai and the working group: consideration and provision of favorable conditions regarding infrastructure and equipment to quickly stabilize working conditions and facilities for the staff and civil servants of the wards to begin operations; consideration and adjustment of revenue decentralization for the wards; guidance on budget allocation and use for units under the ward People's Committee; early completion of account configuration on software systems serving the work... along with several other related issues.

In his concluding remarks, Standing Deputy Secretary of the Provincial Party Committee Nguyen Long Hai acknowledged the efforts of Dong Ha Ward and Nam Dong Ha Ward, noting that in a short period of time they had proactively managed the operation of the political system, initially ensuring smooth and uninterrupted operation, and receiving widespread support, satisfaction, and appreciation from cadres, Party members, and the people in operating under the new model.

The Standing Deputy Secretary of the Provincial Party Committee requested that, in the coming period, the wards continue to strengthen their staff, streamline their organizational structure, especially by reorganizing subordinate Party branches; direct the work of the Party congresses for newly established Party committees, paying particular attention to Party building, effectively carrying out political and ideological work, propaganda, and understanding and guiding public opinion. They should also finalize regulations, strengthen inspection and supervision within the Party and related matters, and accelerate the progress of organizing Party congresses according to the set plan.

To accelerate socio -economic development, urgently review the socio-economic indicators of the former Dong Ha City, which have now been transferred to the wards, in order to focus leadership and direction on implementation, without slowing down the pace of development, with particular emphasis on developing trade, services, and urban infrastructure...

Continue to improve the operation of the Public Administrative Service Center (PVHCC), perfect infrastructure, human resources, and streamline administrative procedures to increase satisfaction among citizens and businesses; ensure that the new government apparatus operates professionally, modernly, and provides dedicated and effective service. Effectively implement social welfare programs, maintain political security, and ensure social order and safety...

Regarding the proposals from the wards, the Standing Deputy Secretary of the Provincial Party Committee, Nguyen Long Hai, instructed the Provincial Party Committee Office to coordinate with relevant agencies to compile, summarize, and select the contents in order to promptly find solutions, address difficulties, ensure suitability to the practical situation of Dong Ha and Nam Dong Ha wards, and promote local socio-economic development commensurate with the potential of the southern economic growth region of Quang Tri province.

Earlier, during the working trip, the Standing Deputy Secretary of the Provincial Party Committee, Nguyen Long Hai, and members of the delegation inspected the operations of the Public Service Center in Dong Ha ward and Nam Dong Ha ward.

The Standing Deputy Secretary of the Provincial Party Committee and the delegation listened to reports from ward leaders and the Public Service Centers on the situation and results of serving people and businesses after more than a week of operation under the two-tiered local government model.

Accordingly, from July 1st to 7th, the Dong Ha Ward Public Service Center received a total of 313 administrative procedure dossiers, of which 193 dossiers were processed and results returned ahead of schedule or on time; 119 dossiers are currently being processed according to regulations, and 1 dossier was withdrawn after receipt.

At the Nam Dong Ha Ward Public Service Center, from July 1st to 4th, nearly 600 citizens and organizations visited for transactions. The center received 250 administrative procedure dossiers, of which 143 were processed ahead of schedule, 56 on time, and none were overdue.

Currently, there is a relatively high demand from citizens and businesses for procedures at the Public Service Center, with land-related and civil registration-related documents accounting for a high proportion.

To effectively address the transaction needs of citizens and businesses, all Public Service Centers are equipped with procedural guidance desks; publicly display administrative procedure processing procedures; and assign competent, qualified, and enthusiastic staff to handle applications and deliver results on time.
