The Congress identified breakthroughs in the 2025 - 2030 term: Focus on investing in developing human resources in the direction of high specialization, effectively implementing digital transformation associated with administrative reform; strengthening career guidance and vocational training to meet labor market needs; promoting the restructuring of crops and livestock, encouraging the development of high-tech application models; developing trade and services; mobilizing all resources to invest in upgrading infrastructure and transportation systems in the area.

The Congress approved 14 targets, including average income per capita by 2030 reaching 85 million VND/year; the rate of poor households according to multidimensional poverty standards by 2030 decreasing below 2.5%; the rate of health insurance participation reaching 95%; the number of party members admitted to the party during the term striving to reach 3%/year/compared to the total number of party members each year; striving to build a 100% drug-free commune by 2030...
