Disseminate many new policies in the field of management and use of public assets

(Chinhphu.vn) – On June 18, the Ministry of Finance organized a nationwide online and in-person conference to disseminate and promptly deploy newly issued legal documents in the field of public asset management and use to ministries, branches and localities. Deputy Minister of Finance Bui Van Khang attended and chaired the conference.

Six new legal documents were issued in a timely manner.

In the past period, to perfect the legal framework in the field of managing and using public assets when implementing the reorganization of administrative units according to the two-tiered local government model, and to promote decentralization and delegation of power, the Government has issued 4 Decrees, the Prime Minister has issued 1 Decision, and the Ministry of Finance has issued 1 Circular.

Currently, the Ministry of Finance is drafting a Decree to replace Decree No. 151/2017/ND-CP, Decree No. 114/2024/ND-CP, and Decree No. 50/2025/ND-CP to provide detailed regulations on the contents of the Law on Management and Use of Public Assets, as amended and supplemented in the draft Law amending and supplementing 8 Laws under the state management of the Ministry of Finance.

In his opening remarks at the conference, Deputy Minister of Finance Bui Van Khang stated that on June 16, 2025, the National Assembly passed the Law on Organization of Local Government (amended), according to which the operation of local governments will follow a two-tiered local government model. This two-tiered local government model will officially come into operation from July 1, 2025.

To facilitate the implementation of a two-tiered local government system, the Ministry of Finance promptly advised the Government to amend, supplement, and issue new legal documents in the field of public asset management and utilization, including: Government Decree No. 125/2025/ND-CP dated June 11, 2025, stipulating the delineation of authority of two-tiered local governments in the field of state management under the Ministry of Finance; and Government Decree No. 127/2025/ND-CP dated June 11, 2025, stipulating the decentralization of state management authority in the field of public asset management and utilization.

The guiding decrees on standards and norms for the use of public assets include: Government Decree No. 153/2025/ND-CP dated June 15, 2025, amending and supplementing a number of articles of Government Decree No. 72/2023/ND-CP dated September 26, 2023, stipulating standards and norms for the use of automobiles; Government Decree No. 155/2025/ND-CP dated June 16, 2025, stipulating standards and norms for the use of office buildings and facilities for public service activities; and Prime Minister's Decision No. 15/2025/QD-TTg dated June 14, 2025, stipulating standards and norms for the use of machinery and equipment.

In addition, there is Circular No. 36/2025/TT-BTC dated June 12, 2025, issued by the Minister of Finance, amending and supplementing a number of articles in the Circulars of the Minister of Finance in the field of management and use of public assets.

According to the Deputy Minister, these documents contain complex and difficult content, have a wide range of impacts, and affect socio-economic life in many ways. Therefore, to promote information dissemination in policy implementation, the Ministry of Finance issued Official Letters No. 8516/BTC-QLCS dated June 17, 2025 and No. 8523/BTC-QLCS dated June 17, 2025 to disseminate the main contents of the aforementioned legal documents to ministries, central agencies, and localities.

Simultaneously, the Ministry of Finance is holding an online conference today to directly disseminate and train on new policies for ministries, central agencies, and localities. Representatives from ministries, central agencies, and localities are requested to fully understand the content conveyed, carefully study the legal documents discussed at today's conference, and advise competent authorities on the full implementation of assigned tasks as outlined in these documents. They should also promptly deploy and train relevant agencies, organizations, and units under their management that are affected by the new policies.

"The two-tiered local government model is a new issue; the policies that have just been issued were prepared in a very short and urgent timeframe. Therefore, based on the practical implementation, if any difficulties arise, the Ministries and localities should promptly report them to the Ministry of Finance. The Ministry of Finance will resolve them as quickly as possible to ensure the best possible response to the new situation," Deputy Minister Bui Van Khang affirmed.

The Deputy Minister also requested that ministries, sectors, and localities continue to provide feedback on the draft Decree replacing Decree No. 151/2017/ND-CP, Decree No. 114/2024/ND-CP, and Decree No. 50/2025/ND-CP to detail the contents of the Law on Management and Use of Public Assets, so that the Ministry of Finance can further refine the draft Decree.

Promoting decentralization and delegation of authority in the management and use of public assets.

At the conference, representatives from the Department of Public Assets Management provided detailed information to the delegates regarding the content of the aforementioned documents, and also directly answered and clarified many issues of concern to the delegates related to these new policies.

The newly issued policies mentioned above will take effect from July 1, 2025. The timely issuance of two Decrees and one Decision on standards and norms for the use of office buildings, operational facilities, automobiles, and machinery and equipment creates favorable conditions for ministries, sectors, and localities to implement them. The amendments and additions to the standards and norms for the use of public assets aim to ensure consistency with the streamlining of the political system's apparatus and the development and implementation of a two-tiered local government model.

In addition, the aforementioned new policies also focus on amending regulations on decentralization and delegation of authority, reducing administrative procedures in the process of handling and managing public assets by: eliminating the authority of the Prime Minister as well as the requirement to seek opinions from relevant agencies before the competent agency or person makes a decision.

With the promulgation of Decree No. 125/2025/ND-CP and Decree No. 127/2025/ND-CP, the decentralization from central agencies to local governments has been promoted, aiming to strengthen the responsibility of local governments and create proactive approaches for local governments in arranging and managing public assets.

In recent times, the issue of handling assets after the reorganization of administrative apparatus and units at all levels, in order to ensure efficiency, transparency, sustainability, prevent loss and waste of assets, and be in line with practical realities, has received strong and decisive direction from the General Secretary, the Government, and the Prime Minister.

Previously, the Prime Minister issued Official Dispatch No. 80/CĐ-TTg dated June 1, 2025, which emphasized that ministries, sectors, and localities need to thoroughly understand and direct the full, serious, and urgent implementation of the directives of the Politburo, the Secretariat, the Government, the Prime Minister, and the legal documents and guidelines of the Ministry of Finance.

Speaking on the sidelines of the conference, Mr. Nguyen Tan Thinh, Director of the Public Assets Management Department, Ministry of Finance, said that the new local government model will come into operation from July 1, 2025. However, there are many things that localities need to prepare very actively from now on. Especially regarding asset-related issues, the development of plans and implementation must be based on standards, norms, and authority; this needs to be done immediately.

As soon as the Government, the Prime Minister, and the Ministry of Finance issued the relevant documents, today, June 18th, the Ministry of Finance organized training sessions for ministries, agencies, and localities to ensure they fully understand the regulations and reach a consensus on awareness and action. This is to ensure we are best prepared for July 1st, 2025, and to organize the implementation of subsequent tasks.

Currently, according to reports from localities, the documents recently issued by the Government, the Prime Minister, and the Ministry of Finance in the field of public asset management and use have not caused any problems. Localities assess that such decentralization and delegation of authority ensure thoroughness and transparency for localities to implement and execute. However, the two-tiered local government model is a new issue. After this model comes into operation, if any difficulties or obstacles arise, the Ministry of Finance has requested that ministries, sectors, and localities promptly report them to the Ministry of Finance for timely response and resolution.
