Resolve difficulties and problems
On July 16, the Government Office issued Notice No. 329 on the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting to resolve difficulties for key transport projects in the Southern region.
In conclusion, the Deputy Prime Minister commended and highly appreciated the active participation, efforts, and spirit of "for the common political task" of ministries, branches, localities, and units that have resolutely implemented the directions of the Government leaders.
In particular, he appreciated the fact that the Ministry of Transport was assigned by the Government to establish a working group to immediately work with localities to support and guide the removal of difficulties and obstacles in the process of handling procedures for licensing material mines to supply key transport projects in the South.

In the coming time, the Government assesses that the workload of each project is very large, the implementation plan is not long, and in the implementation process, new problems will inevitably arise.
That reality requires all levels and sectors to urgently and flexibly apply the most favorable mechanisms and policies to shorten the licensing procedures and processes for mining new materials to meet the progress of projects.
To complete the inter-regional traffic routes on schedule and with quality, the Deputy Prime Minister requested ministries and localities to come up with clear, public, transparent, and competent solutions, and to completely resolve difficulties and obstacles in supplying construction materials for roadbed construction (sand) for key traffic projects in the Southern region.
Regarding the Ministry of Transport, he requested to continue maintaining a working group to closely monitor the implementation of mining licensing activities in localities, especially Tien Giang, Ben Tre, An Giang, Vinh Long, Soc Trang provinces to support and immediately resolve arising difficulties and problems. In cases beyond authority, propose solutions and report to the Prime Minister.
The Ministry of Transport has directed the My Thuan Project Management Boards to learn from their experience in the slow completion of documents so that An Giang province can flexibly transfer sand from the Chau Doc - Can Tho - Soc Trang project to the Can Tho - Ca Mau project; and requested that the units complete the documents so that An Giang province can resolve them before July 31.
The Ministry of Transport also needs to urgently approve a plan to ensure safety of inland waterway traffic in the sand mining area.
In addition, it is necessary to announce the list of dredging areas of inland waterways under the management of the Ministry of Transport nationwide (including An Giang province) to serve dredging activities, to be completed before July 20.
Apply specific mechanisms but evaluate reserves and monitor fully
For provinces and cities, the Government leader requested the People's Committee of Ben Tre province and localities to implement specific mechanisms according to regulations to shorten the time for granting sand mining licenses, but must fully comply with procedures such as reserve assessment, environmental monitoring, etc. during the mining process.
The People's Committees of Tien Giang and Ben Tre provinces are required to proactively resolve within their authority the licensing capacity for construction material mining, to avoid affecting the progress of mining licensing in the area.

Localities lacking construction materials, investors and businesses proactively work with localities, import construction materials, and have plans when approving investment projects.
In addition, localities, in the spirit of cooperation, direct the support of providing construction materials to localities lacking construction materials, not allowing the situation of separatism to break the construction material supply chain.
For local road projects and works (including projects in Ca Mau province), investors are requested to direct contractors and related units to proactively work with localities that have sources of filling materials to supply to projects according to the provisions of law.
The Government requests: "Do not make recommendations to the Prime Minister on issues that are the responsibility of local authorities and businesses."
Tra Vinh Provincial People's Committee directed Duyen Hai Thermal Power Company to pilot the use of ash and slag as filling material for a number of local road projects (or highways).
On that basis, the province coordinates with the Ministries of Science and Technology, Transport, Construction, Natural Resources and Environment... to evaluate all physical, environmental and mechanical indicators... of ash and slag according to the standards and regulations for construction materials.
The Deputy Prime Minister requested the Ministry of Transport and the People's Committees of the provinces and cities: Ho Chi Minh City, Can Tho, Hau Giang, Soc Trang... to regularly update the progress of procedures for supplying sand for road filling for key transport projects under their management and report to the Prime Minister.
