Special atmosphere at Muong Khuong bridge
On the morning of November 9, at Ma Tuyen village, Muong Khuong commune, Lao Cai Provincial People's Committee held a groundbreaking ceremony for the construction of four primary and secondary boarding schools. These are key projects, part of a series of simultaneous groundbreakings of border boarding schools across the country to soon realize Conclusion No. 81-TB/TW of the Politburo on investing in boarding schools in border communes.
Deputy Prime Minister Pham Thi Thanh Tra attended the ceremony in Lao Cai, along with representatives from the Government Office , the Ministry of Education and Training, the Ministry of Finance, the Ministry of Home Affairs and provincial leaders. The presence of government leaders in one of the most disadvantaged areas of the province further enhanced the significance of the event, demonstrating deep concern for education in mountainous areas, where the proportion of ethnic minority students accounts for over 90%.
The atmosphere of the groundbreaking ceremony became bustling when hundreds of students of all levels, dressed in traditional costumes of the Mong, Dao, Nung, Tay…, together with teachers and local people shared the joy. For the border area, a school groundbreaking ceremony is not only a story of construction but also a hope for a new, more spacious, and safer learning future for their children.
Ms. Dao Thi Huong, a teacher at Muong Khuong Primary School, shared: “The new school will help shorten the distance students travel to school, creating conditions for them to study and develop more comprehensively. This is a very correct policy and has been long awaited by parents and teachers.”

Synchronous investment scale, aiming for a standard educational environment
According to the plan, each school will be built on an area of 6.2 to 8.6 hectares, meeting the learning and living needs of 980 to 1,200 students. This is the first time Lao Cai has invested in 4 inter-level boarding schools in border communes on such a large scale.
The facilities are designed in a modern way, including: classrooms, dormitories, libraries, kitchens, sports fields, multi-purpose halls and synchronous technical infrastructure. Although built according to a unified model, each school still retains the cultural characteristics of the locality, creating a close learning space, suitable for the culture of each ethnic group.
The total investment of 945 billion VND is allocated from the central budget, provincial budget and other legally mobilized sources. The construction period is expected to be 9 months, striving to be completed before August 30, 2026, in time to welcome students to the new school year.
The implementation of these projects is included in the special public investment portfolio of Lao Cai province according to Decision 1478/QD-UBND dated October 16, 2025. This is also a concrete step to put the Government's policy into practice, completely solving the shortage of classrooms and degraded facilities in many mountainous border communes.
In the context of Muong Khuong, Pha Long, Y Ty and A Mu Sung communes being border areas with many difficulties, the construction of spacious schools not only has educational significance but also contributes to retaining students, limiting the risk of dropping out of school, and creating motivation for teachers to work with peace of mind for a long time.

Spreading faith at the border
The groundbreaking ceremony was not only a milestone in the construction of the project but also an opportunity for students in the highlands to express their desire to study in a better environment. The voices of students in the border areas created a special feeling for the ceremony.
Student Hang Tuong Vy, class 9D, Muong Khuong Secondary School, shared: “We are very grateful to the Party and State for giving us a new school. We will try to study better so that we can contribute to our locality and country in the future.”
On the occasion of the groundbreaking ceremony, Deputy Prime Minister Pham Thi Thanh Tra presented 200 gifts to disadvantaged students in four communes: Muong Khuong, Y Ty, Pha Long and A Mu Sung. The Vietnam Bank for Agriculture and Rural Development also donated four computer rooms worth VND1 billion to support the enhancement of the application of information technology in teaching and learning.
Lao Cai currently has a 182 km long border with Yunnan province (China), with more than 90% of the population being ethnic minorities. Limited socio-economic conditions make education in the border area always face challenges. The new boarding school system is expected to be an important boost to create a strong change in the quality of education, contributing to stabilizing social security, consolidating a solid foundation in the border area of the Fatherland.
Looking at the smiles of students and the trust of parents, the schools being started today will be the place to nurture dreams, the support for the young generation in the highlands to rise up and contribute to their homeland and country in the future.
The groundbreaking ceremony for 72 inter-level schools in border areas on November 9, 2025, chaired by the Ministry of Education and Training, in coordination with VTV, VNPT and 17 border provinces, organized the groundbreaking ceremony for inter-level primary and secondary boarding schools in a combined online and in-person format. The program was broadcast live on VTV1, connecting 14 provincial bridges and boarding schools across the border. According to the plan, 72/100 schools in the 2025 investment portfolio will be started in this phase; all 100 schools will be completed before August 30, 2026, serving the 2026-2027 school year. Provinces affected by storm No. 13 such as Da Nang, Quang Ngai, Gia Lai are still connected online and will start construction as soon as the weather permits. The groundbreaking ceremony was attended and directed by Prime Minister Pham Minh Chinh at the central bridge, along with Deputy Prime Ministers, Ministers and Government leaders at local bridges. The total investment cost for the construction of 100 schools is nearly 20,000 billion VND, which is a concrete step to realize the Politburo's policy to develop education in disadvantaged areas, narrow regional disparities and strengthen security and national defense at the border.
