Thanh Xuan Ward has a rapid rate of urbanization and dynamic economic development. However, many households, including those receiving social welfare benefits and self-employed workers, remain affected by the difficult period caused by the pandemic, as well as a significant number of elderly people living alone and people with disabilities. If social welfare work is not done well, re-poverty and sustainable poverty reduction are highly likely. The goal of multidimensional, inclusive, and sustainable poverty reduction, according to the new poverty standard, should not only focus on income but also ensure people have access to basic social services such as healthcare, education, housing, clean water, employment, and moral support.
Recognizing this, the local government, along with the Fatherland Front and other political and social organizations in the ward, have developed numerous activities aimed at ensuring that no citizen is left behind in the development process.
Every holiday, especially Lunar New Year, the ward meticulously organizes a gift-giving program for disadvantaged households. These gifts not only have material value but also represent sharing and encouragement, helping people celebrate the New Year fully and warmly. The list of disadvantaged households is reviewed periodically to ensure no one is overlooked and that support reaches the right recipients.
Furthermore, Thanh Xuan ward also focuses on supporting healthcare and social insurance. Many residents who lacked the means to participate in health insurance have received support or had their insurance cards issued through social welfare funds. As a result, self-employed workers, the elderly, children, and lonely individuals in difficult circumstances all have access to basic healthcare services, preventing them from being left without medical care when they fall ill.
In the context of many self-employed workers being affected by economic fluctuations, Thanh Xuan ward has implemented programs to support employment and vocational training. Through the Women's Union, the Youth Union, and the Veterans' Association of the ward, many short-term courses, such as: garment making, handicrafts, small business knowledge, etc., are organized at low cost or free of charge. Learners not only acquire new skills but also have more opportunities to find stable employment.
Furthermore, the youth force in the ward has clearly demonstrated its pivotal role in many charitable programs. From blood donation campaigns and support for elderly people living alone to collecting used clothes and donating essential goods to poor laborers and disadvantaged youth, they consistently show responsibility and a pioneering spirit. Many models, such as: "Youth Volunteer Team for Administrative Procedure Support" and "Free Clothing Closet - Take what you need, contribute what you can," have become beautiful aspects of community life.
Supporting education, so that children are not left behind.
Children are a particularly important group in the "Leaving No One Behind" movement. Thanh Xuan Ward regularly collaborates with schools in the area to assess the situation of students from disadvantaged backgrounds, and then implements many practical support activities such as donating books and school supplies, providing tuition assistance, or organizing free tutoring classes.
Many children from disadvantaged backgrounds, including those from families who have been residing in the area for a long time, or whose parents are ill or unemployed, have been sponsored by neighborhood committees, helping them to attend school with peace of mind and develop comprehensively. In addition, annual programs such as "Moonlight Night for Children" and "Spring of Love" not only bring joy but also help the children feel the care of the community, overcome feelings of inferiority, and increase their motivation to learn.
One of the factors contributing to the effectiveness of the movement in Thanh Xuan ward is the development of a highly thorough social welfare management model. Each residential group has a "Skilled People's Mobilization" team responsible for monitoring the living conditions of residents, thereby promptly informing the authorities when emergencies arise, such as: work accidents, serious illnesses, and sudden loss of income.
The ward also maintains the "For the Poor" Fund and strongly promotes social welfare. Local officials coordinate with businesses, religious organizations, and philanthropists to mobilize resources to provide essential goods, scholarships, and funds for house repairs for disadvantaged households. In just one year, dozens of families had their dilapidated houses repaired, ensuring safety during the rainy and stormy season.
Spread kindness from every citizen.
The success of the movement stems not only from the efforts of the government but also from the solidarity and sharing spirit of the people themselves. In many residential areas, movements such as "Free meals" and "Helping the elderly with grocery shopping" have become weekly routines. These seemingly small actions have a great ripple effect, contributing to strengthening community bonds amidst the busy urban life.
Even in apartment complexes – often considered "cold" due to the lack of social interaction among residents – many small volunteer groups have formed. From collecting used items and fundraising for charity to supporting environmental protection, all are geared towards a spirit of sharing, ensuring that no one is left behind in modern life.
The ultimate goal of the "Leaving No One Behind" movement is not only to provide immediate material support but also to create a solid foundation for the future stability and development of Thanh Xuan ward. To achieve this, the local authorities have identified the need to maintain four key elements simultaneously: supporting livelihoods, providing healthcare, creating jobs, and ensuring access to education.
For example, in October 2025, a delegation from the Party Committee, People's Committee, People's Council, and Vietnam Fatherland Front Committee of Thanh Xuan Ward visited and presented gifts to the Hanoi Private Primary School for Deaf and Mute Children on the occasion of the 2025 Mid-Autumn Festival.
The Hanoi Private Primary and Secondary School for Deaf and Mute Children was established in 1990 and is under the direct management of the Hanoi Red Cross Society. For nearly 35 years, the school has become a special home for disabled children in the capital city. Currently, the school has 63 students, including 13 with autism and 50 with deaf and mute disabilities. The majority of these children come from disadvantaged backgrounds and require special care and specialized educational methods to develop their skills, learn, and integrate into the community.
During the visit, the delegation kindly inquired about the students' studies and daily lives; and shared in the difficulties and hardships that the school's staff and teachers are overcoming to provide the best possible learning environment for children with disabilities.
The meaningful gifts handed directly to the children are not only material support but also a great source of spiritual encouragement, demonstrating the affection, responsibility, and deep concern of the Party Committee, government, Vietnam Fatherland Front, and people of Thanh Xuan ward for children with special circumstances.
The visit and gift-giving activity at the Hanoi Private Primary and Secondary School for Deaf Children is a vivid testament to the compassionate tradition, sharing spirit, and social responsibility of the entire political system of Thanh Xuan ward. Through this, it contributes to spreading a message of love, providing further motivation for the children to overcome difficulties, confidently integrate into society, and thrive in life.
The ward authorities are also studying the application of information technology in social welfare management, building a database of households eligible for support to ensure timely updates and provide care to the right people. At the same time, organizations continue to expand their volunteer network and strengthen communication to encourage greater public participation in community activities.
The "Leaving No One Behind" movement in Thanh Xuan ward has become a shining example in building urban cultural life. Each gift, each visit, each vocational training program, or each free class is a testament to the spirit of mutual support and compassion among the people here. In the context of an increasingly developing society, these humanistic values need to be cherished, maintained, and spread so that Thanh Xuan ward not only develops economically but also becomes a compassionate community where everyone is cared for and respected.
