Reforming working methods and styles, being open and friendly, improving the quality of administrative procedures, and creating satisfaction for the people... are the top priorities of localities after the merger of administrative units, in the period 2023-2025.
Officials at the "one-stop" service center of the Thanh Hoa City People's Committee are increasing the application of information technology in resolving administrative procedures for citizens.
Arriving at Phu Son ward (Thanh Hoa City) in the early afternoon of a working day, we felt the friendliness between the civil servants at the "one-stop" service center and the people coming to resolve administrative procedures. Simple procedures were handled immediately by the civil servants, procedures requiring more time were given appointment slips for results, and procedures outside their jurisdiction were explained thoroughly so that people could happily contact other relevant agencies. From January 1, 2025, Tan Son ward officially merged into Phu Son ward. After the merger, the population of Phu Son ward increased to 33,359 people. Comrade Nguyen Van Thai, Vice Chairman of the People's Committee of Phu Son Ward, said: “To alleviate concerns for residents of the former Tan Son Ward regarding the need to redo personal documents under the new administrative unit name, Phu Son Ward has intensified its efforts in disseminating information, providing guidance, and resolving administrative procedures for citizens. To foster a close relationship, civil servants at the "one-stop" service center are always enthusiastic and responsible, assisting citizens in promptly resolving necessary procedures. Essential public services serving the production and daily lives of citizens are well-implemented, without affecting the rights of the people. With a high sense of responsibility in performing their duties, after more than a month since the merger, Phu Son Ward has not had any overdue or backlog administrative procedure files.”
Nga Hiep commune (Nga Son district) was established by merging Nga Bach and Nga Trung communes, with the commune office located in Nga Bach commune. After the merger, the People's Committee of Nga Hiep commune focused on implementing many solutions to promote administrative reform such as: Actively applying information technology in administrative transactions; tightening administrative discipline and order; Implementing the "three no's" – no harassment or intimidation, no more than one request for additional documents, and no delays in processing administrative procedures – Mr. Mai Van Sam, Chairman of the People's Committee of Nga Hiep commune, said: "Because a new commune was established, we identified the conversion of documents for the people as a key task that needs to be focused on. After the merger, the 'one-stop' service department has new civil servants from the two merged communes, so the people feel unfamiliar with them. To create a closer relationship with the people, each official and civil servant performs well in receiving citizens; if people don't understand, the civil servants will explain thoroughly, and if the documents are outside their jurisdiction, they must provide clear guidance. After more than a month of the merger, 100% of administrative procedures are processed by the People's Committee of Nga Hiep commune within the prescribed time, and there are no complaints from citizens regarding the processing of administrative procedures in the commune."

Mr. Nguyen Van Cuong from the former Nga Bach commune shared: “Previously, I thought that the process of changing documents after the merger would be complicated and time-consuming. But with the reformed procedures, along with the clear and easy-to-understand guidance and explanations from commune officials, the information update was done quickly and without charge. We did not encounter any difficulties with the procedures and paperwork and were quite satisfied with the guidance we received.”
In accordance with Resolution 1238/NQ-UBTVQH15 of the Standing Committee of the National Assembly , Hoang Phuong commune merged with Hoang Giang commune, taking the name Hoang Giang commune (Hoang Hoa district). To ensure the fastest possible service for citizens and support in resolving administrative procedures, the People's Committee of the commune has assigned sufficient civil servants to work at the "one-stop" service center. During the process of resolving administrative procedures, citizens with questions or concerns related to the conversion of documents after the merger are thoroughly explained by civil servants at the "one-stop" service center, creating peace of mind and satisfaction for the people. To date, essential public services serving production, business, and the lives of the people are being implemented promptly by Hoang Giang commune, without affecting the rights of the people.
According to Resolution 1238/NQ-UBTVQH15 of the Standing Committee of the National Assembly on the rearrangement of district and commune-level administrative units in the 2023-2025 period, Thanh Hoa province has 26 district-level administrative units, including 22 districts, 2 towns, and 2 cities (a reduction of 1 district-level administrative unit); and 547 commune-level administrative units, including 452 communes, 63 wards, and 32 townships (a reduction of 12 commune-level administrative units). Understanding the concerns and anxieties of the people regarding the change in administrative unit names, immediately after consolidating the organizational structure, the merged localities proceeded to arrange and assign jobs for officials and civil servants according to their capabilities and professional qualifications. Specifically, the "one-stop" service center has a sufficient number of civil servants to best serve the needs of the people when handling administrative procedures and amending information on related documents. Local authorities are also stepping up efforts to raise public awareness about the validity of various documents. Documents previously issued by competent authorities under the old administrative unit remain legally valid. If they have not yet expired, people can continue to use them, and there are no fees for updating information when administrative boundaries change.
