Quang Nam disburses 54% of capital for national target programs

According to the summary report of the Department of Planning and Investment, the total capital to implement the 3 national target programs (NTPs) is more than 3,570 billion VND (including investment capital of more than 1,877 billion VND, career capital of more than 1,693 billion VND). Up to now, the Provincial People's Committee has allocated 100% of development investment capital and 99.7% of career capital to units and localities. As of December 31, 2024, the whole province has disbursed 1,941 billion VND (54%).

For the National Target Program on New Rural Construction (NTM) in 2024, there are 5 targets that have met the plan and 1 target that has not met the plan, which is the disbursement rate (67%). The total number of communes meeting NTM standards is expected to reach 137 by the end of 2024; 37 advanced NTM communes, 6 model NTM communes, and 40 villages meeting model NTM standards. The average number of criteria achieved in building advanced NTM communes and model NTM communes in the whole province is 17.01 criteria/commune.

The National Target Program for Sustainable Poverty Reduction has reduced 4,397 poor households (exceeding the target), but the disbursement rate has not met the plan, only reaching 58%.

The socio -economic development program for ethnic minority and mountainous areas has 5 targets exceeding the plan, including supporting dispersed domestic water for 3,707 households, reducing the poverty rate in ethnic minority areas to 24.46% (down 9.16% compared to 2023), supporting land for production and job conversion for 883 households, supporting residential land for 147 households, supporting housing for 305 households... There are 3 targets that did not meet the plan: residential arrangement was only 145/target 642 households, vocational training support was 1,859/target 2,780 households, and the disbursement rate only reached 44%.

Vice Chairman of the Provincial People's Committee Tran Anh Tuan requested that, starting in 2025, provincial-level offices implementing the National Target Program must guide localities when registering new lists to concentrate capital sources to increase the efficiency of investment capital, not to divide capital sources into ineffectively dispersed ones.

The works and projects must originate from actual needs, absolutely must not overlap, causing surplus capital that cannot be disbursed. Before reporting to the Provincial Steering Committee, the list must be passed through the District Standing Committee for monitoring, direct direction and responsibility before the Provincial Party Committee and Provincial People's Committee.
