Quang Nam: Focusing on preventing the advertising and sale of counterfeit Ngoc Linh ginseng products on social media.

On October 2nd, the People's Committee of Quang Nam province issued a document requesting relevant departments and agencies, as well as the People's Committee of Nam Tra My district, to strengthen the management of Ngoc Linh ginseng quality in the province.

According to the Quang Nam Provincial People's Committee, media reports indicate that the advertising and sale of counterfeit and unverified Ngoc Linh ginseng products on social media platforms are becoming increasingly complex, affecting the production and business activities of legitimate producers and, in particular, confusing consumers about the quality and value of Ngoc Linh ginseng due to their inability to distinguish between real and fake ginseng.

To rectify the situation and strengthen the management of Ngoc Linh ginseng production and business in the province, the Quang Nam Provincial People's Committee requests relevant departments, agencies, and localities to strengthen the management of Ngoc Linh ginseng quality in the province in accordance with Directive No. 16 dated September 18, 2017, of the Provincial People's Committee. Initially, focus should be placed on preventing the advertising and sale of counterfeit Ngoc Linh ginseng products on social media and strengthening inspections of the origin of Ngoc Linh ginseng roots.

The Department of Information and Communications is stepping up its efforts to raise consumer awareness about the widespread online sale of counterfeit Ngoc Linh ginseng; to provide information on identifying genuine and fake ginseng to help people and tourists avoid mistakenly purchasing counterfeit Ngoc Linh ginseng products; to advise consumers to only buy Ngoc Linh ginseng from reliable sources with clear origins; and to introduce the monthly Ngoc Linh ginseng market in Nam Tra My district. In addition, it is coordinating with the Department of Science and Technology to address and propose action against production and business establishments using the domain name "samngoclinh" to advertise ginseng roots and other ginseng products associated with the Ngoc Linh ginseng brand, in accordance with intellectual property regulations.

Furthermore, the Department of Industry and Trade and the Provincial Market Management Department have directed their subordinate units to coordinate with relevant agencies and organizations to conduct intensive inspections and monitoring of the business and sale of Ngoc Linh ginseng products in the province, ensuring that the products have clear origins, quality, and comply with regulations. They are also tasked with promptly handling acts of commercial fraud, the sale of counterfeit goods, substandard goods, and goods of unclear origin and provenance, in accordance with the law.

The Department of Agriculture and Rural Development organizes inspections and audits of organizations and individuals involved in the production and supply of Ngoc Linh ginseng seeds in the province; preventing and handling cases of trading in seeds and seedlings of unknown origin.

The provincial police are intensifying on-site surveillance to promptly detect acts of buying, selling, and trading counterfeit Ngoc Linh ginseng; and establishing special investigation cases against networks and locations involved in the production, trading, and transportation of counterfeit ginseng products.

The Provincial People's Committee requests relevant units to strengthen the management of Ngoc Linh ginseng quality in the province.

Regarding the "Ngoc Linh ginseng capital" - Nam Tra My district, Quang Nam province, it is proposed that local officials and residents, as well as ginseng checkpoints, be informed about the harmful effects of counterfeit ginseng. This will encourage people to avoid participating in the buying and selling of fake ginseng and refrain from importing ginseng from other regions with unclear origins for cultivation in the ginseng growing area. Furthermore, it is suggested that inspections be conducted to detect and promptly report any suspected cases of commercial fraud and the sale of counterfeit Ngoc Linh ginseng to relevant authorities.

We are determined to strictly handle, in accordance with the law, organizations, households, and individuals that produce and trade counterfeit goods, engage in commercial fraud, and produce processed products from Ngoc Linh ginseng that do not comply with current regulations.

Manage and implement the cultivation of Ngoc Linh ginseng in accordance with the guidelines in Decision No. 421 dated August 23, 2023, of the Department of Agriculture and Rural Development on technical guidance for planting and caring for Ngoc Linh ginseng under forest canopy in a sustainable manner in Quang Nam province; absolutely no production or use of poor-quality seeds or seeds of unknown origin is allowed; and no planting of seeds other than Ngoc Linh ginseng is permitted.
