Quang Tri: KOICA sponsors the construction of a care center for people with disabilities

The project is a symbol of humanity, sharing and integration, contributing to affirming Quang Tri province's commitment to realizing the goal of "leaving no one behind."

On October 28, in Nam Dong Ha ward, the People's Committee of Quang Tri province coordinated with the Korea International Cooperation Agency (KOICA) to organize the groundbreaking ceremony of the Social Protection and Rehabilitation Center for People with Disabilities in Quang Tri province.

At the groundbreaking ceremony, Vice Chairman of the Quang Tri Provincial People's Committee Hoang Xuan Tan said that the project not only builds a modern center, but also aims at a comprehensive welfare and rehabilitation model, helping more than 20,000 people with disabilities in the province have the opportunity to access healthcare, social services, education and sustainable employment.

The center will be a place to provide specialized rehabilitation services, vocational training, psychological counseling, social support and community integration for people with disabilities of all ages; a training facility for specialized staff for Quang Tri and the Central provinces; a connection point for the community-based rehabilitation network, expanding to the commune level, ensuring that all people with disabilities have equal and humane access to services.

The project is a symbol of humanity, sharing and integration, contributing to affirming Quang Tri province's commitment to realizing the goal of "leaving no one behind."

The project uses non-refundable ODA capital from KOICA, with a total investment of 12.67 million USD, equivalent to about 293 billion VND.

The project will be implemented from 2022-2027, with a construction area of ​​more than 10,000m2, including 7 main functional areas, ensuring comprehensive service for the needs of therapy, education, vocational training, welfare and community integration of people with disabilities.

In addition to the main items, the project also invests in synchronous auxiliary technical infrastructure systems such as power supply, outdoor lighting, water supply and drainage, fire prevention and fighting, gardens, trees and public housing, creating a complete, modern, friendly and suitable complex of works for the needs of people with disabilities.

In addition to the care function, the project also aims to train a team of experts, rehabilitation staff, special education, and social work for Quang Tri and the Central provinces, contributing to improving service quality and creating a foundation for the development of a sustainable social welfare system. When completed and put into operation, the project will provide comprehensive services, creating conditions for people with disabilities to be cared for, rehabilitated, and integrated into society.

The project also enhances the capacity of human resources in the field of rehabilitation and social work; promotes international cooperation, builds a comprehensive welfare environment in line with national programs according to Decision 966/QD-TTg and 569/QD-TTg of the Prime Minister in 2023.

Quang Tri is a land that has suffered much pain and loss due to the consequences of war. More than 83% of the province's area was contaminated with bombs, mines, and toxic chemicals.

To date, the whole province has more than 50,000 people with disabilities, more than 13,000 people affected by Agent Orange, thousands of victims of bombs, mines and other war consequences.

Caring for and supporting people with disabilities is always a task of profound political and humanitarian significance, which the province pays special attention to. With many effective policies and guidelines, currently 100% of people with disabilities receiving benefits in the province are granted health insurance cards; rehabilitation programs, inclusive education, vocational training, and job creation are being expanded.

In particular, the province has effectively cooperated with international organizations to implement many community support projects, including KOICA and Medipeace (Korea).

On this occasion, the People's Committee of Quang Tri province awarded Certificates of Merit to collectives and individuals with outstanding achievements in organizing and implementing the project to build the Center for Social Protection and Rehabilitation for People with Disabilities in Quang Tri province./.
