According to this plan, lane 1 (next to the hard divider) and lane 2 are arranged for all types of cars. Lane 3 is for cars and passenger vans under 30 seats, helping to separate small vehicles from trucks, tractors, and large passenger vans. Lane 4 (next to the roadside) is for 2-wheel and 3-wheel vehicles, ensuring safety for drivers of rudimentary vehicles and motorbikes.

Along with lane division, the authorities also stipulate that when turning left or making a U-turn, cars must do so in Lane 1 to avoid obstruction and reduce the risk of collision. The synchronous application of the new regulations is expected to help reduce congestion, especially at intersections, crowded areas and sections where collisions frequently occur.
Before implementation, from mid-November 2025, the Department of Construction coordinated with the Traffic Police Department of Dong Nai Province and local authorities to conduct a survey of the current status, assess traffic volume and organize traffic on the entire route. National Highway 51 has a total length of nearly 86km, of which more than 38km passes through Dong Nai, built according to the standards of a level III plain road with a road surface width of 22.5-39m, is a vital route connecting Dong Nai province with Ho Chi Minh City, often with very high traffic density. The new lane division is assessed as necessary and suitable for current practical needs.
