Re-regulating the areas applying the fee collection level for granting vehicle registration certificates and license plates

The Ministry of Finance has just issued Circular No. 71/2025 amending and supplementing a number of articles of previous circulars issued by the Minister of Finance regulating fees and charges.

Accordingly, Circular No. 71 re-regulates the areas applying the fee for granting registration certificates and license plates for vehicles. Instead of 3 areas, there are now 2 areas. Specifically, Area I includes: Hanoi City, Ho Chi Minh City, including all communes and wards under the city regardless of inner city or suburbs, except for special zones under provincial level. Area II includes special zones under provincial level in Area I and other provinces and centrally run cities outside Area I.

Circular No. 71 clearly stipulates: Organizations and individuals with headquarters and residence in any area shall pay fees for issuance of vehicle registration certificates and license plates according to the fee rates prescribed for that area. Organizations and individuals winning auctions for vehicle license plates shall pay fees for issuance of vehicle registration certificates and license plates according to the fee rates of the area where the organization or individual chooses to register and issue the license plates of the winning auctioned vehicle according to the law on vehicle registration and license plates of motor vehicles.
