How is the Bac Lieu Provincial Planning for the period 2021-2030, with a vision to 2050, being implemented?

The plan aims to effectively implement Decision No. 1598/QD-TTg dated December 8, 2023, of the Prime Minister approving the Bac Lieu Provincial Planning for the period 2021-2030, with a vision to 2050 (the Provincial Planning).

Simultaneously, develop a roadmap for the effective implementation of programs and projects to achieve the goals, tasks, and solutions outlined in the Provincial Planning. Ensure the synchronization of the planning system serving the province's development; and guarantee consistency between the Provincial Planning and the National Master Plan, national-level sectoral plans, and regional plans.

One of the main contents of the Plan is to comprehensively improve the planning system. Accordingly, by 2025: Review, prepare, and adjust urban and rural plans, district-level regional construction plans, district-level land use plans, and technical and specialized plans in Bac Lieu province in accordance with the law, ensuring consistency and synchronization with the approved provincial plan.

Furthermore, it is necessary to improve development mechanisms and policies and strengthen regional linkages. Bac Lieu needs to proactively coordinate with central ministries and agencies, and localities in the Mekong Delta region to build and perfect the region's institutional framework, identify key programs and projects that will create breakthroughs for regional and sectoral development, linked with appropriate mechanisms, and utilize public investment capital to activate and connect private resources, creating "growth" that spreads throughout the region, especially the Bac Lieu Province Investment Promotion Project for the period 2024-2030; the Project to build Bac Lieu province into a national renewable energy export center; and the Project to develop Bac Lieu city and its surrounding areas into a national tourist area.

Prioritize the implementation of infrastructure projects that create a significant ripple effect.

The plan also clarifies that the principle for identifying public investment projects is to prioritize infrastructure projects that create a significant ripple effect, especially strategic transportation infrastructure of the province, ensuring synchronization, modernity, and overall integration, promoting regional and intra-regional linkages associated with economic development corridors and dynamic urban areas (coastal economic corridor from Long An - Kien Giang; expressways and coastal roads in Bac Lieu province); technical infrastructure for high-tech agricultural zones; electricity infrastructure, urban technical infrastructure, water supply, irrigation, dikes, disaster prevention and response to climate change; telecommunications and information technology infrastructure; science, technology and innovation infrastructure; trade and service infrastructure, health, education and training, culture and sports, and social security infrastructure as identified in the Provincial Planning to attract investment capital and ensure a rational and effective investment structure.

Investing in improving infrastructure in the province aims to maximize the effectiveness of infrastructure projects that have been and are being implemented using public investment funds.

Priority sectors for investment attraction include: Renewable energy, new energy, agricultural and aquatic product processing; industrial parks and clusters; information and communication infrastructure meeting the requirements of digital transformation; production and consumption linkages for agricultural and aquatic products; transportation; tourism; climate change adaptation, water supply, solid waste treatment; and improvement of technical and social infrastructure in the province.

Focus on mobilizing capital for development investment.

Regarding resources for implementing the plan, Bac Lieu province anticipates mobilizing a total social development investment capital of approximately 400-450 trillion VND to meet the target of an average annual GRDP growth of 11.5% during the planning period of 2021-2030; of which: Capital requirements for the period 2021-2025 are approximately 180-190 trillion VND, and for the period 2026-2030 are approximately 220-260 trillion VND.

Focus on mobilizing capital for development investment; effectively utilize public investment capital, investing strategically in key sectors and fields, creating breakthroughs, and projects that generate ripple effects and promote socio-economic development. Expand investment forms, encourage public-private partnerships (PPP) and other investment forms, while strengthening domestic and foreign investment promotion to mobilize capital for infrastructure development and production and business projects in the area.

Utilize land resources in the areas surrounding economic corridors to generate investment capital for the development of the province's socio-economic infrastructure. Research and issue regulations on mechanisms for mobilizing investment resources for the development of socio-economic infrastructure in the province.

In addition, the province is strengthening the mobilization of investment capital through public-private partnerships (PPP). It is researching and developing a list of infrastructure construction projects under the PPP model for each phase to attract investors, creating breakthroughs to improve the physical infrastructure serving socio-economic development and aiming towards building a synchronous and modern infrastructure. It is also promoting socialization in the fields of healthcare, education, vocational training, culture, sports, science and technology, etc.
