The Ministry of Public Security has been proactive, grasped the situation, conducted professional work, detected and handled a number of large-scale cases of counterfeit goods production and trade; however, the situation continues to have many complicated developments, on a large scale, involving many subjects, seriously affecting the health and trust of the people.

Faced with the complicated situation of smuggling, trade fraud, counterfeit goods and intellectual property violations, on May 15, the Prime Minister issued Official Dispatch No. 65/CD-TTg, launching a peak period to combat and repel this situation. Accordingly, the Ministry of Public Security was assigned to direct the national police force to closely coordinate with functional agencies, focusing on identifying suspicious organizations and individuals; deploy professional measures to investigate and strictly handle violations, especially serious cases. The requirement is to handle the situation thoroughly during the peak period, not to let it drag on. Then, on May 17, 2025, the Prime Minister continued to issue Directive No. 13/CT-TTg, requiring strengthening the fight against smuggling, trade fraud and counterfeit goods in the new situation.
Implementing the Prime Minister's Official Dispatch No. 65/CD-TTg and Directive No. 13/CT-TTg, the Ministry of Public Security has shown great determination and implemented synchronous measures to combat and destroy many large-scale smuggling, trade fraud, counterfeit goods and intellectual property infringement rings. The initial results have created clear changes, contributing to protecting people's rights, maintaining security and order, and promoting sustainable development, gaining public consensus and support. During the peak month, the national police force prosecuted 124 cases with 297 defendants; handled 944 administrative cases, involving 968 subjects.
Typically, on April 11, the Ministry of Public Security dismantled the largest ever fake milk powder production and trading ring in Hanoi and neighboring provinces. Since 2021, the subjects have established two companies: Rance Pharma International Pharmaceutical Joint Stock Company and Hacofood Group Nutrition Pharmaceutical Joint Stock Company to produce and sell 573 brands of fake milk powder for people with diabetes, kidney failure, premature babies and pregnant women. In nearly 4 years, this ring has sold a large amount of products with a revenue of nearly 500 billion VND. Currently, the Ministry of Public Security's Investigation Police Agency has prosecuted the case, prosecuted 10 defendants for the following acts: Violating accounting regulations causing serious consequences and producing and selling fake food products.
At the end of June, Hung Yen Provincial Police cracked down on a large-scale vegetable oil smuggling case, arrested 3 suspects, and seized more than 1,000 tons of fake oil distributed nationwide. The subjects set up a system of businesses for: Importing oil for livestock, importing edible oil, and producing bottled cooking oil; with the aim of turning dirty grease into cooking oil for humans, distributing domestically and exporting. This is a serious case that can greatly affect the health of consumers.
The Ministry of Public Security has initiated a case and prosecuted three defendants: Dang Thi Phuong (Director of Nhat Minh Food Production and Import-Export Company Limited) for producing and trading counterfeit goods; Nguyen Trong Nang (manager and legal representative of Minh Phu Food Import-Export Joint Stock Company and An Duong Production and Trading Company Limited); Do Thi Ngoc Mai (legal representative of An Hung Phuoc Import-Export Trading Company Limited and Phuoc Thanh Agricultural Products Import-Export Company Limited) for smuggling.
