Shorten scientific research time by up to 75% thanks to new mechanism

The financial mechanism for implementing science and technology (S&T) tasks is undergoing positive changes, becoming more open and favorable for research units, universities and businesses.

Deputy Minister of Science and Technology Bui The Duy stated: "We expect that the entire mechanism, when applied under the Law on Science, Technology and Innovation, will be more open and substantive."

Accordingly, the financial mechanism for implementing science and technology projects using state budget funds is regulated in sync with related laws, such as the Finance Law and the State Budget Law.

Regarding the funding mechanism, previously, units had to prepare budget estimates and submit them to the competent authority for project selection. After the project was approved (this process took almost a year), the funding was transferred to the Ministry of Finance , then further submitted to the Government and the National Assembly for approval. The following year, when the funds arrived at the managing ministry, the implementing organizations were invited to sign contracts. The total time to complete all procedures could take up to two years.

However, according to the new procedures stipulated in the Law on Science and Technology and Innovation, when preparing budget estimates, localities and funds do not need to select projects in advance. Instead, they will project the total funding for science and technology tasks in the coming year, then call for organizations to register to carry out the projects and proceed with funding immediately. As a result, the time required for this process is shortened to about 6-8 months; in exceptional cases, it may even take only 1-3 months.

In addition, most expenditures under the new law have been shifted to a lump-sum payment system. Research units receiving funding will have autonomy in procurement and salary payments according to plan, while also retaining documentation for post-audit purposes.

The state management agency will monitor through a digital platform system and evaluate the effectiveness of implementation. High-risk projects will be prioritized for assignment to experienced units. Research organizations that perform poorly will not receive funding in subsequent rounds, or will receive less funding.
