Shorten scientific research time by up to 75% thanks to new mechanism

The financial mechanism for implementing science and technology (S&T) tasks is undergoing positive changes, becoming more open and favorable for research units, universities and businesses.

Deputy Minister of Science and Technology Bui The Duy said: "We expect that the entire mechanism, when applied under the Law on Science, Technology and Innovation, will be more open and practical."

Accordingly, the financial mechanism for implementing science and technology topics using the state budget is adjusted in line with relevant laws, such as the Law on Finance and the Law on State Budget.

Regarding the funding mechanism, previously, units had to prepare budgets and submit them to the competent authority to select the project. After the project was approved (this process took nearly a year), the funds were transferred to the Ministry of Finance , then submitted to the Government and the National Assembly for approval. The following year, when the money had just arrived at the ministry in charge, the implementing organizations were invited to sign contracts. The total time to complete the procedures could be up to about two years.

However, according to the new process stipulated in the Law on Science, Technology and Innovation, when making estimates, localities and funds do not need to select topics in advance. Instead, they will estimate the total funding for science and technology tasks in the coming year, then call on organizations to register to implement and proceed with funding immediately. Thanks to that, the time to carry out this process is shortened to about 6 - 8 months; even in unexpected cases, it may take only 1 - 3 months.

In addition, most of the expenditures under the new Law are transferred to the form of contract expenditures. Funded research units will be proactive in purchasing and paying salaries according to the plan, while keeping documents to serve the post-audit work.

State management agencies will monitor through the digital platform system and evaluate implementation efficiency. Topics with high risk levels will be prioritized for experienced units. Research organizations that operate ineffectively will not be funded in the next rounds, or will be given less.
