At the meeting, members of the Steering Committee reported and discussed the work that has been implemented, noting the content that needs continued attention to prepare for the upcoming Exam.
The Steering Committee especially emphasized the work of ensuring security and safety for the exam; especially in printing and copying exam papers, preventing cheating using high-tech equipment, preventing epidemics, ensuring food hygiene and safety, etc. The spirit is that the closer to the final stage, the more negligent and subjective it is.
In particular, the Department of Cyber Security and High-Tech Crime Prevention and Control, Ministry of Public Security (A05) strengthens the work of grasping the situation, checking on cyberspace, proactively detecting, preventing, combating and handling subjects with acts of producing, buying, selling, exchanging and using high-tech devices for the purpose of cheating on exams. The Ministry of Health has a plan to ensure medical work during the exam; focusing on the following contents: Ensuring medical examination and treatment; medical emergency, disaster emergency (fire, traffic accident, storm, flood, etc.); ensuring environmental sanitation; disease prevention, ensuring food safety.
Concluding the meeting, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong acknowledged the efforts of the Steering Committee members in implementing tasks according to plan, ensuring quality and suitability to the new context.
According to the Deputy Minister, the units have performed their assigned functions and tasks correctly, proactively advising on the issuance of full plans and directive documents according to vertical sectors. In particular, the coordination between the parties has been proactively and smoothly implemented, covering all tasks.
"It can be said that up to this point, the preparation work of the Steering Committee has been very thoughtful and timely, ready to organize the exam safely, in accordance with regulations, objectively, reliably and effectively," the Deputy Minister emphasized.
The Deputy Minister requested that in the coming time, the Steering Committee needs to continue to strengthen leadership and direction according to the plans of the industry and each unit.
Relevant agencies, according to their functions, tasks and authority, closely coordinate with the Ministry of Education and Training, in which the Department of Quality Management is the focal point, to establish an effective information mechanism, promptly handle arising issues, avoid being passive, and avoid gaps or information breakdowns during the coordination process.
In addition, the Deputy Minister proposed to continue to strengthen the Steering Committee, while strengthening post-inspection of exam organization software, ensuring requirements on security and operational features.
"Inspection and supervision work must be effective, not formalistic or just for the sake of it. In particular, we must not be negligent or subjective," the Deputy Minister requested.
Timely guidance on organizing the Exam in the context of administrative unit arrangement
Reporting on the preparations for the exam, Director of the Department of Quality Management Huynh Van Chuong said: The 2025 high school graduation exam has received close and timely direction from the Government and the Prime Minister. The Ministry of Education and Training and localities are actively and proactively implementing it.
Important directives were issued early, including 1 Directive, 2 Official Dispatches of the Prime Minister, along with a system of regulations and instructions of the Ministry of Education and Training. Localities also issued directives, developed detailed plans, suitable for the conditions of each region, and proactively mobilized maximum local resources to organize the Exam.
Regarding expertise and profession, the high school graduation exam plan from 2025 has been announced early; the structure and format of the exam will be announced from the end of 2023. Along with that, there are instructions on organizing teaching and reviewing for 12th grade students; organizing mock exams at localities that are operated as real, from printing and copying questions, invigilation, and collecting papers.
“The Ministry of Education and Training has organized training courses on examination regulations, examination organization, inspection and testing. The work of developing examination questions and question banks is in an open direction, promoting the collective intelligence of the whole industry, suitable for a program with many textbooks,” said Director Huynh Van Chuong.
Up to this point, the software system has been operating well and has been put into use on schedule. The examination councils have fully prepared facilities and equipment for printing, invigilation, preservation of papers and grading of exams.
Along with the inspection activities of the Ministry, localities also proactively established many inspection teams to review all stages, ensuring the best conditions for the 2025 high school graduation exam.
In particular, according to Director Huynh Van Chuong, on June 13, the Ministry of Education and Training issued Official Dispatch No. 2999 on instructions for organizing the 2025 High School Graduation Exam in the context of rearranging provincial administrative units to the Departments of Education and Training.
