Request to stop construction of project related to subsidence causing 'death hole'

Da Nang City requested the project investor to temporarily stop construction in the area that has subsided, creating a "death hole" on Nguyen Cong Tru Street; urgently inspect the retaining wall system, review the cause and propose a solution before December 6.

On December 4, the "death hole" area on Nguyen Cong Tru Street (An Hai Ward, Da Nang City) continued to be strictly blocked. At the intersection of Nguyen Cong Tru - Tran Hung Dao, only motorbikes were allowed to circulate with limited restrictions; the Ngo Quyen Street section from Vincom area to Nguyen Cong Tru was completely closed to serve the handling work.

At the scene, Ngo Quyen Street near the project fence had cracks stretching for dozens of meters, some up to 3cm wide. Some locations near the construction site had subsided, the sidewalk collapsed. The sinkhole area was covered with tarpaulin, preventing people from accessing it, significantly affecting the business activities of many households.

Notably, on the same morning, Chairman of the People's Committee of Da Nang City Pham Duc An signed and issued a document requesting the suspension of all construction activities at the project (investor: SIH Real Estate Company Limited).

The Chairman of Da Nang City requested the investor to immediately implement measures to ensure safety for people and neighboring works; inspect the entire wall system, items bordering Ngo Quyen - Nguyen Cong Tru Street, medium voltage power poles and traffic light systems. Report in detail the current status of the project, the extent of damage and the incident to the People's Committee of An Hai Ward and the Department of Construction; at the same time, review the cause of the subsidence, propose a solution with progress before December 6.

An Hai Ward People's Committee was assigned to supervise the entire handling process, ensure security, order, traffic safety in the area and report to the city before December 7.

Along with that, the City People's Committee assigned the Da Nang Electricity Company to inspect medium and low voltage power lines, especially locations at risk of landslides, for timely handling. The Department of Construction is responsible for guiding investors on remedial measures, coordinating with functional forces to organize barriers and traffic diversion.

As reported by Vietnam Law Newspaper , at 2:10 p.m. on December 3, a section of Nguyen Cong Tru Street, from Ngo Quyen Street to Tran Hung Dao Street, suddenly collapsed, creating a 15-meter long, 6-meter wide hole, "swallowing" two cars parked nearby and injuring at least one person.  

According to the leader of the Da Nang Department of Construction, the initial cause of the "death hole" that appeared on Nguyen Cong Tru Street was because the project was under underground construction when the incident occurred.

The retaining wall adjacent to Nguyen Cong Tru Street was broken, allowing rainwater to overflow, pulling sand and soil into the excavation, hollowing out the foundation and causing the stormwater drainage system under the road to break. Water from the broken sewer continued to erode the ground, leading to the collapse of the entire road surface and surrounding technical infrastructure.

The scene is still under strict control, awaiting official conclusions on the cause and handling.
