Streamlining the Government apparatus

(CPV) - In response to the request of the Central Steering Committee on summarizing Resolution 18-NQ/TW, the Government , ministries, ministerial-level agencies, and government agencies have urgently implemented the restructuring of their organizational apparatus towards a streamlined, effective, and efficient operation. To date, ministries, ministerial-level agencies, and government agencies have basically completed their planned organizational restructuring, thereby reducing at least 15-20% of internal organizational units.


Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee for summarizing the implementation of Resolution No. 18-NQ/TW "Some issues on continuing to innovate and reorganize the organizational structure of the political system to be streamlined, effective and efficient," chaired the second meeting of the Steering Committee.

On the morning of December 12th, Prime Minister Pham Minh Chinh , Head of the Government's Steering Committee for summarizing the implementation of Resolution No. 18-NQ/TW "Some issues on continuing to innovate and reorganize the organizational structure of the political system to be streamlined, effective, and efficient," chaired the second meeting of the Steering Committee. Also attending were members of the Politburo, members of the Central Committee of the Party, Deputy Prime Ministers, Ministers, heads of ministerial-level agencies, and members of the Steering Committee.

According to the report, in response to the Central Steering Committee's request to summarize Resolution 18-NQ/TW, the Government, ministries, ministerial-level agencies, and government-affiliated agencies have urgently implemented organizational restructuring towards a streamlined, effective, and efficient operation. To date, ministries, ministerial-level agencies, and government-affiliated agencies have basically completed their planned organizational restructuring. The Steering Committee has issued a plan outlining the restructuring and streamlining of the Government's organizational apparatus. Ministries, ministerial-level agencies, and government-affiliated agencies have also reduced their internal organizational units by at least 15-20%.

At the meeting, the Steering Committee reviewed the implementation of tasks since the first meeting and tasks for the coming period; considered the draft general report on the reorganization of the Government's apparatus; the draft report of the Government Party Committee on the summary of the implementation of Resolution No. 18-NQ/TW; and the reorganization of Party organizations in ministries, sectors, and agencies under the Government.

In addition, discussions will be held on the regime and policies for officials and public employees in the restructuring of the political system's organizational apparatus; the management of public finances and assets, and public investment projects in the restructuring of the political system's organizational apparatus; and the restructuring of state-owned enterprises… Based on this, the Steering Committee will finalize and submit to the Politburo and the Central Steering Committee a summary of the implementation of Resolution No. 18-NQ/TW.

Prime Minister Pham Minh Chinh concluded the conference.

Concluding the conference, Prime Minister Pham Minh Chinh highly appreciated the opinions of the members of the Steering Committee; and assigned the Ministry of Interior, the Standing Agency of the Steering Committee, to incorporate the opinions and coordinate with relevant agencies to further refine the documents, reports, and projects.

Prime Minister Pham Minh Chinh requested that the conclusions of this meeting be communicated to ministries, agencies, and organizations to serve as a basis for further refining their respective proposals, under the direction of the assigned Deputy Prime Ministers.

The Prime Minister requested that ideological work continue to be done well, with the view that ideology must be clear, determination must be high, efforts must be great, actions must be decisive, implementation must be synchronized, and progress must be ensured according to the Central Committee's directives; prioritizing responsibility and national interests above all else, selecting options suitable to Vietnam's conditions and circumstances, and drawing on international experience.

Along with giving opinions on a number of specific issues, the Prime Minister clearly stated that while streamlining the apparatus, it must also improve its effectiveness and efficiency. Functions and tasks should not be eliminated; in fact, some tasks should be strengthened. The goal is to reduce the number of departments, intermediate steps, and procedures, strengthen the grassroots level, eliminate bureaucratic subsidies, enhance digital transformation, reduce direct contact, reduce petty corruption, and minimize harassment and inconvenience for citizens and businesses. During the process of perfecting, streamlining, and reorganizing the apparatus, it is necessary to combat lobbying, personal gain, and the "request and grant" mechanism.

Along with doing a good job in ideological work, it is necessary to continue studying the system and policies in the spirit of ensuring the legitimate rights and interests of workers, cadres, civil servants, and public employees, and to have an appropriate transitional period. During the process of restructuring and streamlining the apparatus, tasks must still be promoted and completed.

For state-owned corporations and enterprises, the Prime Minister directed the classification of enterprises and the development of plans to ensure state management and enhance the efficiency of their operations; at the same time, he instructed the continued improvement of related laws in the direction of promoting decentralization, delegation of power, and assigning more responsibility to enterprises.

The Prime Minister instructed the Ministry of Interior to continue guiding and supporting ministries and agencies in finalizing their proposals; based on that, to finalize the Government's overall proposal for submission to competent authorities, ensuring timeliness and quality as required by the Central Steering Committee.
