At a meeting held at the end of September, themed " Promoting High-Quality Development," organized by the Information Office of the State Council of China, representatives from the Ministry of Education stated that the results after three years of implementing the "double reduction" policy were positive.

"We will continue to strengthen the management of tutoring activities to prevent abuses," affirmed Wang Jiayi, Vice Minister of Education of China. To summarize the situation after three years of implementing the policy, the representative of the Ministry of Education used two phrases: "double reduction" and "double increase."

Firstly, regarding the "double reduction," the number of training centers for core subjects (Mathematics, English, and Chinese) has decreased significantly, large-scale tutoring centers are basically controlled and tightened, especially reducing homework and the burden of extracurricular tutoring for students.

Secondly, regarding the "double increase" policy , approximately 200,000 schools nationwide have implemented after-school services, with the percentage of students voluntarily participating increasing from 50% before the "double reduction" policy to over 90%. In addition, the quality of teaching in these schools has also improved significantly.

According to Wang Jiayi, the next step for the Chinese Ministry of Education will be to consolidate the achievements of the "double reduction" policy, aiming to create a healthy educational environment and strengthen the "double addition" in schools. This means focusing on improving teaching quality while promoting after-school services in schools, by:

Firstly, China is expanding resources and strengthening the quality of teaching in primary and secondary schools: implementing comprehensive plans to improve quality, optimizing resource allocation in the region, and enhancing the development of a highly qualified teaching staff. Simultaneously, China is vigorously promoting the digitalization of education to broaden access to high-quality educational resources.

Secondly, it aims to improve the quality and unleash the intrinsic motivation of teaching and learning: optimizing teaching methods, strengthening teaching management, and applying technology to teaching, in order to comprehensively improve the quality of lessons, ensuring that teachers teach sufficiently and effectively, and students learn sufficiently and effectively. The country also continuously improves the quality of after-school services to meet the diverse learning needs of students.

Thirdly, focus on practical application and build a comprehensive education system: Enhance practical activities in all subjects, link subjects, and organize real-world social activities to cultivate students' creative thinking and exploratory abilities. Simultaneously, strengthen experimental science education.

Fourth, strengthen supervision and create a synchronized management environment both inside and outside the school: Improve long-term and regular management mechanisms for off-campus training activities, strictly prohibit illegal core subject training, strengthen management of non-core training activities, and severely punish violations. At the same time, strengthen the management of financial resources of off-campus training institutions to prevent the charging of unusually high and uncontrolled fees.

Regarding the currently controversial issue, schools in China have begun increasing break times from 10 minutes to 15 minutes to encourage student physical activity. According to Vice Minister Wang Jiayi, this measure helps students improve their health. "Students need to ensure they have at least two hours of physical activity per day, including one physical education class and one hour of physical activity after school," Wang said.

Back in 9th grade, I was the only one in the whole class who didn't take extra tutoring when the teacher taught us at home. She messaged my parents, saying, 'Just enroll your child in a vocational school instead of trying to get into 10th grade!'

Specific regulations are needed to prevent teachers and students from being overloaded with extra tutoring, which negatively impacts the implementation of the main curriculum. Teachers who provide extra tutoring should not let their "outside work outweigh their inside work."
