After the merger, officials working more than 30km away will be able to rent official housing.

(Dan Tri) - Officials, civil servants and public employees in localities subject to merger are allowed to rent public housing if they do not have a house or if they have a house but the distance from home to work is more than 30km.

Deputy Prime Minister Tran Hong Ha has just signed Decision No. 45 of the Prime Minister regulating the subjects of renting public housing in localities subject to the arrangement of provincial-level administrative units.

According to regulations, the subjects renting public housing are cadres, civil servants and public employees who have to move their workplace to new political and administrative centers in localities subject to the arrangement of provincial-level administrative units.

The above group of subjects must be in the case of not owning a house or having a house (including social housing) with a distance from home to work of more than 10km in mountainous, remote and isolated areas; from 30km or more in other areas.

Regarding standards, the Prime Minister's Decision clearly states that department heads, deputy department heads of departments and equivalent; civil servants and public employees in localities subject to the arrangement of provincial-level administrative units, are arranged to rent one of two types of public housing, including:

- Apartments with a usable area from 45m2 to under 60m2 are designed as closed living spaces, with one or more different functional spaces such as: Living room, bedrooms, dining room, kitchen, toilet, balcony or loggia.

- The house has a usable area from 48m2 to under 60m2, built in a 1-storey style with many houses close together, each house has a closed auxiliary structure.

The maximum budget for interior equipment for official residences is 120 million VND.

According to the Prime Minister's decision, the People's Committees of provinces and cities are responsible for arranging capital from local budgets to invest in construction, renovation, repair, and purchase of interior equipment for official residences.

Local authorities are also responsible for directing the development, management, and arrangement of public housing rentals, and converting surplus housing funds into public housing in the area according to the provisions of the law on housing and in accordance with local conditions.

In fact, after the merger of provinces and cities, many civil servants and public employees with positions equivalent to department-level leaders and equivalent or lower had to move their workplaces from the old locality to the new political-administrative center, making it difficult to stabilize their residence to work with peace of mind, wasting time and incurring many costs.

According to the provisions of the 2023 Housing Law, officials must be transferred, rotated, or seconded from one locality to another to be eligible to rent public housing.

However, after the merger, the new political-administrative center of the province will change, therefore, officials of departments and branches will have to work at the new political-administrative center and will reorganize their positions in the same locality, not being transferred, rotated, or seconded to another locality.

Thus, according to the provisions of the law on housing, officials and civil servants with the position of deputy director of a department and equivalent or higher who are mobilized, rotated, or seconded from a central agency to work in a locality or from one locality to another are entitled to enjoy the public housing policy.

Meanwhile, officials, civil servants and public employees in provinces subject to administrative unit reorganization are not eligible to rent public housing. Therefore, there is an urgent need to have a policy on public housing to create conditions for officials to stabilize their lives and work with peace of mind.

According to reports from localities, the total public housing fund for officials and civil servants is about 260,667 square meters, including 7 public villas with an area of ​​1,890 square meters; 3,462 townhouses with an area of ​​166,421 square meters; 1,688 apartments with an area of ​​92,356 square meters, serving about 4,500 officials and civil servants.

23 localities subject to the arrangement of provincial-level administrative units reported a need for public housing for cadres, civil servants, and public employees of about 45,000 people.
