Will develop plans to handle projects behind schedule

Information at the meeting showed that, in recent times, the task of promoting the disbursement of ODA capital has been identified as one of the key political tasks, and the province has implemented many synchronous and drastic solutions. Since then, the disbursement results in the first months of the year of the province have achieved many positive results.

According to public disbursement data on the Electronic Information Portal of the Ministry of Planning and Investment , by the end of April 2023, Thua Thien Hue disbursed VND 1,359,149 billion/VND 5,758,257 billion, reaching 23.6% of the capital plan assigned by the Prime Minister, higher than the national average of 15.65% and ranked 16th/114 ministries, central and local agencies.

The province continues to maintain the operation of 4 working groups headed by the Chairman and Vice Chairmen of the Provincial People's Committee, with directors of departments as members to guide, urge, inspect, supervise, and handle difficulties to speed up the progress of project implementation; organize regular weekly meetings, work with investors, and increase the frequency of on-site inspections to review, urge, detect, and remove difficulties and obstacles arising from each project.

Public investment management and supervision work in 2023 will continue to be improved, ensuring close supervision and effective use of public investment capital.

The application of the Project Management Software initially creates a favorable environment for coordination in management and operation, and is a tool for investors to promptly update the project implementation status and disbursement progress; report difficulties and problems arising during the implementation process for timely resolution and handling.

After listening to the reports from departments and branches, Chairman of the Provincial People's Committee Nguyen Van Phuong said that the DTC plays a particularly important role in promoting the local socio -economic development. However, the implementation of the DTC has not met expectations due to a number of reasons that have not been completely overcome. Along with that, the weak capacity of contractors is also one of the reasons leading to the above results.

Chairman of the Provincial People's Committee Nguyen Van Phuong commended and acknowledged the efforts of relevant agencies, units and individuals in implementing projects that are likely to complete disbursement early (including 27 projects with a disbursement rate of over 50%). Typical projects include: Dien Hong Riverbank Anti-erosion Embankment (96%), Nguyen Hoang Street and Huong River Overpass (59.1%)...

Mr. Phuong emphasized that the good implementation of the DTC will contribute to creating jobs for people and developing the socio-economy. Especially when the projects are put into use and operation, they will bring many meanings. Therefore, the Chairman of the Provincial People's Committee requested units to strengthen the work of inspection and supervision of the site, urge contractors and consultants to speed up the progress; as well as follow the project, carry out timely, correct and sufficient statistics. At the same time, focus on synchronous implementation of many solutions as well as improve the management capacity of project management boards to ensure the quality and progress of the project.
