The number of new businesses increased again after Resolution 68-NQ/TW was issued.

Bright spots, positive signals

According to data from the Department of Finance, by September 2025, Nghe An had over 35,000 established enterprises, of which nearly 17,000 were operating. Although the number of newly registered enterprises and the reopening of branches and representative offices in Nghe An is not high compared to the whole country, in general, it has overcome the most difficult period.

According to the Business Registration Office, Department of Finance, in the first 9 months of this year (as of September 11, 2025), the whole province had 3,803 newly registered enterprises, an increase of 71% over the same period last year (the same period last year was 2,221 enterprises). Similarly, 708 enterprises resumed operations, an increase of 8 enterprises over the same period. On the contrary, 617 enterprises dissolved, an increase of 209 enterprises over the same period last year.

In addition to newly registered businesses or businesses that have returned to better business, in the first 9 months of the year, Nghe An also recorded a sharp increase in the number of individual households registering for business, from about 155,000 households to 162,000 households.

Mr. Nguyen Van Linh - Deputy Director of the Truong Vinh Ward Public Administration Service Center said: Since the beginning of 2025, the number of individual business households in the ward has increased dramatically. In particular, since the Ministry of Education and Training issued Circular No. 29/2024/TT-BGDDT dated December 30, 2024 on extra teaching and learning, the number of individual business households registering has skyrocketed.

The situation in the central area of the district capital in the past and now in communes and wards such as Do Luong, Dien Chau, Nghi Loc, Quynh Luu, Thai Hoa... is similar when the number of applications for individual business registration has increased sharply, mainly opening tutoring centers, life skills education centers...

In addition, the number of individual business households wishing to convert to enterprises or add business functions has also increased. A representative of the Do Luong Commune Public Administration Service Center explained: At this time, the Tax sector is implementing regulations to strictly manage the lump-sum tax form, in which, encouraging individual business households with revenue of over 1 billion VND/year to convert to enterprises will enjoy a number of support policies according to Resolution 68/NQ-TW of the Politburo, so many individual households are also converting.

Mr. Nguyen Anh Tuan - Head of Business Registration Department, Department of Finance shared: After the Central Government issued Resolution No. 68/NQ-TW on private economic development, Nghe An province issued an Action Program and Implementation Plan. After 4 months, although the number of newly registered enterprises in the province has not reached the national average, there is a bright spot, the capital invested in business has increased sharply. Specifically, in the first 9 months of the year, 28,983 billion VND was invested in business, an increase of 41% over the same period last year (the same period last year was 17,205 billion VND).

Chairman of the Nghe An Provincial Association of Outstanding Enterprises, Mr. Tran Anh Son added: The situation of newly registered enterprises or dissolution, withdrawal from the market in the first 9 months of the year accurately reflects the reality of the province's enterprises. Although there are still many difficulties, the positive signal is that newly established enterprises and the capital invested in business have increased. This proves that the province's management rectification measures have been effective. The situation of "ghost enterprises", establishing enterprises to "take advantage" and bidding as before has decreased.

Removing barriers

Regarding the policy to support businesses and entrepreneurs of Nghe An province in the period of 2020-2025, from the beginning of the term, the Provincial People's Committee issued an Action Program, along with a Project to support the development of the province's team of entrepreneurs and businesses.

Subsequently, immediately after the Law on Supporting Small and Medium Enterprises was issued, the province reviewed and assigned the Center for Investment, Trade and Tourism Promotion (formerly) to coordinate with business associations to continuously organize training programs to support knowledge and new regulations on business and conversion of electronic invoices for businesses and entrepreneurs. After nearly 4 years of implementation, the province has deployed dozens of training courses for thousands of businesses, mainly small and medium enterprises.

However, changes in fire prevention, fire fighting, land lease policies, mining licensing of the State... have made it difficult for businesses to adapt. Besides, businesses also said that although the province has many policies to support trade promotion and investment, in many fields, due to the responsibility of many departments and branches, it is quite spread out; the procedures for payment and settlement are still complicated, making it difficult for businesses to access.

Mr. Thai Dai Phong - Director of Duc Phong Company Limited has repeatedly proposed to remove regulations on fire prevention and fighting in Nghi Phu Industrial Park as well as reflected on the difficulties in preparing acceptance documents and settlement of support after bringing rattan and bamboo products to international fairs.

Enterprises applying for interest rate support, technological innovation, and supporting industry development also face some obstacles... They hope that in addition to financial support, the staff and civil servants will continue to strengthen guidance for enterprises to carry out procedures and complete documents more quickly and accurately. At that time, with the spirit of openness and always ready to support and accompany the departments, branches and localities, not only will the number of newly registered enterprises increase, but large-scale enterprises and corporations inside and outside the province will come to Nghe An to open more branches and representative offices.
