Binh Dinh Department of Natural Resources and Environment deploys tasks for 2024

According to a report from the Binh Dinh Department of Natural Resources and Environment, in 2023, the Natural Resources and Environment sector completed its assigned socio -economic targets, with an increase in the rate of urban solid waste collection compared to previous years, reaching 85.8% (exceeding the target of 85%).

The Department also conducted two planned specialized inspections. Following these inspections, dossiers were compiled and submitted to the Chairman of the Provincial People's Committee for the issuance of administrative penalty decisions in the field of mineral resources, totaling 700,000,000 VND; the Inspectorate of the Department of Natural Resources and Environment issued 23 administrative penalty decisions (in the fields of land, environment, and mineral resources) with a total fine of 597.6 million VND.

115 out of 118 administrative procedures are provided online in full or in part (34 procedures in full, 81 procedures in part). 99.98% of applications were processed correctly and on time (total of 14,778 applications processed; 2 applications were delayed; 13 applications were completed but delayed in processing on the tracking system). Compared to previous years, although the number of applications increased, the rate of applications processed on time continued to increase (84% in 2020, 97.9% in 2021, and 99.7% in 2022).

The Department of Natural Resources and Environment has submitted to the Provincial People's Committee proposals for land allocation in 89 cases, covering an area of ​​268.05 hectares; land lease in 123 cases, covering an area of ​​443.41 hectares; extension of land lease periods in 3 cases, covering an area of ​​0.11 hectares; land reclamation in 13 cases, covering an area of ​​62.49 hectares; land allocation to districts, towns, and cities for investment in residential area construction in 151 cases, covering an area of ​​257.79 hectares; extension of land allocation for residential areas in 29 cases, covering an area of ​​16.07 hectares; and extension of the deadline for putting land into use in 3 cases, covering an area of ​​7.06 hectares.

Coordinate the preparation of the Binh Dinh Provincial Planning for the period 2021-2023, with a vision to 2050; complete the Land Use Planning for the period 2021-2030 for all 11 districts, towns, and cities; the 2023 Land Use Plan (for all 11 districts, towns, and cities); prepare the 5-year Land Use Plan (2021-2025) for Binh Dinh province; complete the submission to the Provincial People's Council for approval of the supplementary list of projects and works requiring land acquisition for socio-economic development in the national and public interest, and the list of projects and works using less than 10 hectares of rice land; less than 20 hectares of protective forest land, and less than 20 hectares of special-use forest land in 2024 in the province.

The department appraised 194 compensation and resettlement support plans for approval by the Provincial People's Committee; developed specific land prices for resettlement, market-based land prices for land use fee collection, and land price adjustment coefficients for compensation and land clearance for 42 projects; hired a consulting firm to determine land prices for land lease fees for 27 projects in the province; submitted 21 land use right auction plans to the Provincial People's Committee for approval; advised and submitted 19 Decisions on land use right auctions to the Provincial People's Committee; submitted 8 Decisions on criteria for land lease auctions for project implementation to the Provincial People's Committee; and participated in resolving obstacles related to compensation and land clearance for the North-South Expressway Eastern section, 2021-2025, passing through Binh Dinh province.

The entire sector focused on accelerating the issuance of Certificates of Land Use Rights, Ownership of Houses and Assets Attached to Land (Certificates) for households and individuals. 175,101 applications were received and processed (including 2,647 from organizations and 172,454 from households and individuals). Technical design and cost estimates for 97 projects were appraised; and surveying and mapping products for 71 projects were approved.

The Department of Natural Resources and Environment advised and submitted to the People's Committee of Binh Dinh province for approval 27 mineral exploitation licenses; 20 licenses for extension of exploitation; 15 mineral exploration licenses; 14 decisions approving reserves; 11 decisions adjusting and supplementing mineral exploitation licenses; 15 decisions closing mines; 1 decision returning a portion of the mineral exploration area; 3 decisions allowing the return of a portion of the mineral exploitation area; and 2 licenses for transferring mineral exploitation rights; and 20 confirmations of area, capacity, and volume for 20 material mines serving the North-South expressway project.

In 2024, the Department of Natural Resources and Environment of Binh Dinh Province will strive to overcome difficulties and challenges, seize favorable opportunities, and resolutely work towards completing assigned targets and tasks, implementing comprehensive and effective solutions. In particular, it will prioritize resources to effectively implement and achieve the goals assigned by the Provincial People's Committee in the socio-economic development plan and the key solutions for directing and managing the implementation of the socio-economic development plan for 2024.

The specific targets are: a 90-95% collection rate of urban solid waste; a 70-75% collection rate of rural solid waste; the resolution of 9,500 cases of land encroachment; and the completion of land clearance for projects exceeding 50% of the total number of projects in the district (at the district level).

In his remarks at the conference, the Standing Vice Chairman of the People's Committee of Binh Dinh province, Nguyen Tuan Thanh, acknowledged and highly appreciated the results achieved by the Department of Natural Resources and Environment in 2023. He also pointed out some shortcomings and limitations, such as the continued illegal exploitation of land and sand; and the inadequate collection and treatment of waste in rural areas.

The Standing Vice Chairman of the People's Committee of Binh Dinh province requested that in 2024, the Department of Natural Resources and Environment closely coordinate with relevant departments, agencies, and localities to promptly resolve or propose solutions to competent authorities for obstacles and issues arising in the field of natural resources and environment. They are also urged to promptly develop software to inspect and review projects that have been allocated or leased land but are behind schedule in putting the land into use; and report the results to the Provincial People's Committee before March 31, 2024.

At the same time, accelerate administrative reforms, aiming to end the situation of delayed land registration applications at the Land Registration Office branches in districts, towns, and cities. Regularly inspect, monitor, and promptly handle acts of land encroachment, illegal mineral exploitation, and prevent the occurrence of environmental hotspots.
