According to Plan No. 37/KH-UBND dated February 20, 2025, of the Provincial People's Committee, the completion of the digitization of civil registration data in the province will be carried out continuously for 20 days and nights from March 1 to 20, 2025. To achieve this goal, the active participation of all levels and sectors is needed, with a determination to complete the construction of the electronic civil registration database with 100% digitized data, contributing to the implementation of online civil registration in accordance with Government Decree No. 87/2020/NĐ-CP dated July 28, 2020.
According to the Department of Justice, the amount of civil registry data digitized in this phase (Phase II) covers the period from 2005 and earlier. Statistics show that this phase includes 2,088 civil registry books, comprising birth certificates, death certificates, marriage certificates, confirmations of marital status, paternity/maternity certificates, changes to civil registry records, adoption certificates, guardianship certificates, and divorce annotations, with 203,584 cases requiring data digitization.

The digitization of civil registration data is carried out by scanning civil registration books and naming the data files according to each book and year to create links with corresponding civil registration data in the electronic civil registration database. This serves the purpose of data storage as well as for cross-referencing, reviewing, and verifying information when necessary. The unit directly implementing this is the People's Committee at the commune level, with the participation of the commune-level police force.
To ensure the successful and timely digitization of civil registration data, the Department of Justice has dispatched numerous working groups to the grassroots level to inspect and guide localities in implementing the process correctly, ensuring completion before March 20, 2025.
