There is a shortage and uneven distribution of qualified personnel.
According to Tran Chi Dung, Secretary of the Tan My Ward Party Committee, the current number and structure of civil servants basically meet the requirements for performing their duties. However, professional capacity is uneven, and some positions lack personnel with in-depth knowledge of public investment and planning, affecting the quality of advice and the progress of handling applications.

The ward requested that Ho Chi Minh City provide support by seconding specialized staff to the locality for a certain period to guide and train the ward, helping it improve its management capacity and operate the administrative apparatus more effectively.
Regarding non-specialized staff, Comrade Tran Chi Dung stated that the ward currently has a young, energetic, and capable workforce. The ward proposed considering a mechanism for contracting collaborators from the city's budget for wards with a large number of Party organizations and members to ensure the progress of work, especially in the management of Party members.

Similarly, the leaders of Phu Thuan ward also requested to continue utilizing the non-specialized team with IT expertise to support the large workload during the current digital transformation phase.

Nguyen Dang Thoai, Deputy Secretary of the Phu Thuan Ward Party Committee, added that the ward is facing difficulties as the offices of the Party Committee, People's Council, People's Committee, and Fatherland Front are all limited in area and are in a state of disrepair. The police station and the ward's military command headquarters also do not meet the requirements for work.

The ward has requested that Ho Chi Minh City soon approve the plan to build a multi-functional administrative center on a plot of land nearly 12,000 m². The proposed location is currently facing planning restrictions, and the ward has been working with the Ho Chi Minh City Department of Planning and Architecture to resolve the issue. The ward also requested greater decentralization in planning to proactively address practical issues.


The Party Secretary of Phu Thuan Ward, Chau Xuan Dai Thang, also proposed that the ward be entrusted with the management of the local health centers in terms of organization and facilities. Professional expertise would remain under the responsibility of the higher-level authorities, in order to maximize investment efficiency and avoid waste.
Comrade Nguyen Thi Be Ngoan, Deputy Secretary of the Party Committee and Chairwoman of the Tan My Ward People's Committee, informed that the headquarters of units such as the Police, the Military Command, and the Public Administrative Service Center are still scattered, causing difficulties in operation and increasing administrative costs. The ward has submitted a report and proposed a plan for the use and rearrangement of public assets, including a recommendation to bring these units to a single ward People's Committee headquarters.

Concluding the meeting, Ms. Nguyen Thi My Hang acknowledged the efforts of the two wards in implementing the two-tiered local government model. She requested that the localities carefully review public land and office buildings to ensure efficient use and avoid waste; and proactively promote social mobilization in investment, procurement of equipment, and infrastructure.

Regarding personnel, Ms. Nguyen Thi My Hang stated that Ho Chi Minh City will strengthen working groups to provide professional support, especially in digital transformation. She also expressed hope that "inter-ward" models would be implemented soon, with each ward specializing in a particular area and supporting neighboring wards. Wards need to proactively collaborate and conduct focused training courses, particularly on digital transformation, to enhance the working capacity of officials and civil servants.
