Early implementation of direct electricity purchase and sale mechanism

To ensure the consistent and effective implementation of Decree No. 80/2024/ND-CP nationwide, the Ministry of Industry and Trade requests that all 63 provinces and centrally-administered cities direct their specialized electricity agencies to inspect and supervise renewable energy power generation units and large electricity consumers under their management to ensure compliance with the regulations in Decree No. 80/2024/ND-CP and other relevant legal regulations, including: regulations on planning and investment (including conformity with the national power development plan and provincial plans approved by competent authorities); regulations on granting electricity operation licenses; regulations on fire and explosion prevention and safety in construction, land use, environmental protection, and electricity safety; regulations on electricity trading and contracts; and other relevant legal regulations.

Local authorities are responsible for monitoring and managing the list of large electricity consumers under their jurisdiction who engage in direct electricity trading via dedicated connection lines as stipulated in point a, clause 2, Article 29 of Decree No. 80/2024/NĐ-CP.

Simultaneously, conduct inspections, monitoring, and handle complaints and violations during the implementation of the direct electricity trading mechanism within the managed area.
