Implementing new regulations on renewable energy electricity trading mechanism

On the afternoon of July 5, the Ministry of Industry and Trade held a conference in both direct and online formats to implement Decree No. 80/2024/ND-CP of the Government regulating the mechanism for direct electricity purchase and sale between renewable energy power generation units and large electricity users. Comrade Nguyen Hong Dien, member of the Party Central Committee, Minister of Industry and Trade chaired the conference. At the Thai Binh bridge, Comrade Nguyen Quang Hung, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee and leaders of a number of relevant departments and branches attended the conference.

Comrade Nguyen Hong Dien, member of the Party Central Committee, Minister of Industry and Trade, gave a speech at the central bridge.

Delegates listened to the Electricity Regulatory Authority, Ministry of Industry and Trade deploy the basic content of Decree No. 80/2024/ND-CP with 5 chapters, 30 articles detailing the mechanism for buying and selling renewable energy including: electricity from solar energy, wind, small hydropower, biomass, geothermal, ocean waves, tides, ocean currents, other forms of renewable energy and rooftop solar power systems.

At the conference, delegates focused on discussions, and all agreed that Decree No. 80/2024/ND-CP has a positive impact on the energy market, encouraging people and businesses to use renewable energy, reducing dependence on fossil energy, and contributing to environmental protection. In particular, Decree No. 80/2024/ND-CP sets out clear rules to ensure transparency and efficiency in direct electricity trading, facilitating the development of renewable energy and meeting the needs of large customers...

Concluding the conference, Minister Nguyen Hong Dien emphasized: Decree No. 80/2024/ND-CP is an important legal corridor to help domestic and foreign investors feel secure in investing in the development of clean energy sources to serve the country's socio -economic development. Therefore, the implementation and guidance of the renewable energy electricity trading mechanism nationwide is very important to ensure consistency and effectiveness. Decree No. 80/2024/ND-CP helps the Government and the Ministry of Industry and Trade perform well their management tasks to simultaneously ensure many goals such as: meeting the trend of using clean energy of electricity customers; contributing to attracting investment in the sustainable development of renewable energy to protect the environment; aiming to deploy a competitive retail electricity market in Vietnam; improving the effectiveness of state management of direct electricity trading activities between renewable energy generators and large electricity customers. Decree No. 80/2024/ND-CP is also consistent with the Party and State's policies on encouraging and attracting domestic and foreign enterprises to invest in Vietnam, especially enterprises with modern and environmentally friendly technology, while complying with the provisions of the Electricity Law and related directives.

Minister Nguyen Hong Dien also affirmed that in the process of implementing Decree No. 80/2024/ND-CP, if there are any difficulties or problems, the Ministry of Industry and Trade will intervene to direct and resolve them so that enterprises can invest, operate production and business effectively and ensure the process of innovation and development of green, carbon-neutral energy sources in the country.
