By professional measures, the Criminal Police Department, Thanh Hoa Provincial Police investigated, clarified and collected full documents and evidence, and executed the Criminal Detention Order against 8 subjects, including: Bui Quoc Y (aka Y eng), born in 1981; Trinh Tuan Anh (aka Anh trac), born in 1976; Dao Duy Dung (aka Dung Ca Mau ), born in 1993; Tran Van Cuong (aka Cuong Trang), born in 1996; Le Duc Anh, born in 1982, all in Hac Thanh ward; Le Dang Trung (aka Trung Do), born in 1984, in Luu Ve commune; Nguyen Quoc Dong (aka Dong Ta), born in 1982, in Hop Tien commune and Bui Khac Phan, born in 1988, in Ham Rong ward, Thanh Hoa province.

The police agency determined that this was a dangerous criminal gang, hiding under the guise of businesses to participate in economic activities such as auctioning land use rights and bidding for construction projects. Under the direction of Bui Quoc Y, the "juniors" were notorious criminals who were ready to threaten, even beat and assault others.
