Flexible and decisive in management.

2025 is the final year of the five-year plan (2021-2025) with many uncertainties: a slowdown in the global economy; inflation putting pressure on supply chains; extreme weather, saltwater intrusion, riverbank erosion, and unpredictable tidal surges; and prolonged agricultural diseases seriously affecting production…

However, thanks to the close leadership of the Provincial Party Committee, the strict supervision of the Provincial People's Council, the coordination of the Provincial Committee of the Vietnam Fatherland Front, and the support of voters, citizens, and businesses, the Provincial People's Committee has flexibly implemented comprehensive solutions, especially maintaining the principle of "clear objectives - correct focus - timeliness - effectiveness," resulting in many positive socio-economic achievements for the province this year. Eighteen out of 24 key targets were completed or exceeded, demonstrating the efforts of the entire political system and the consensus of the people.

However, it must be frankly acknowledged that six targets have yet to be met compared to the Resolution, including: the estimated GRDP growth rate for 2025, according to the General Statistics Office, is only 5.84%, lower than the set target, but efforts are still being made in the final days of the year to achieve the highest possible level, aiming for the 8% target; GRDP per capita; the proportion of agricultural and non-agricultural economic sectors; social housing targets; the percentage of school-aged children; and the poverty rate. These figures reflect the challenges in directing, managing, and organizing the implementation of tasks, requiring all levels of government to focus even more on the next phase.

In 2025, budget revenue collection will still face significant pressure, with a high rate of tax arrears; many key projects will be behind schedule; disbursement of public investment capital will not meet requirements; renewable energy production will not reach planned targets; localized pollution and landslide risks will continue to increase…

For the three provinces before the merger—Vinh Long, Ben Tre, and Tra Vinh—objective difficulties in the context of epidemics, natural disasters, and climate change placed great pressure, but also forged the resilience of the government apparatus and the people, as demonstrated by very proud achievements.

The former Vinh Long province has achieved and exceeded 21 out of 22 targets. The average GRDP growth rate reached 6.0%; the size of the economy increased 1.7 times compared to 2020; GRDP per capita reached VND 96.8 million/person/year, an increase of 68.6% compared to the 2016-2020 period. The entire province has 77 communes meeting the standards of New Rural Development, an increase of 40% compared to the previous period.

The former Ben Tre province achieved and exceeded 13 out of 19 targets; the average GRDP growth rate reached 5.31%; the economic scale increased 1.5 times; the average GRDP per capita reached 63.3 million VND/person/year, an increase of 51.1%; the entire province had 124 communes meeting the new rural standards, an increase of 92.5% compared to the previous period.

The former Tra Vinh province achieved and exceeded targets for 18 out of 23 indicators; the average GRDP growth rate reached 5.55%; the economic scale increased 1.7 times; and the average GRDP per capita reached 102 million VND/person/year, an increase of 67.2%. Notably, the province successfully completed the task of building new rural areas – a strategically significant achievement for sustainable development.

Despite the achievements, several key targets remain unmet. The process of reforming the growth model and restructuring the economy is still slow; the economic scale of each locality is still small and fragmented; the development of economic sectors, especially cooperatives and key enterprises, has not met expectations…

Accelerate in 2026

The Provincial People's Committee seriously considered all opinions and suggestions from the Provincial People's Council delegates at the session. Based on that, the Provincial People's Committee requested the heads of provincial departments, agencies, and localities to seriously consider and promptly develop plans to address and resolve difficulties, obstacles, bottlenecks, and practical issues arising in their respective fields. In particular, they should proactively resolve, within their authority, the opinions, recommendations, and questions of the Provincial People's Council delegates related to issues concerning economic growth, disbursement of public investment capital, state management of land, environment, construction, etc.

2026 marks the beginning of a new development phase, laying the groundwork and creating momentum for the entire 2026-2031 period.

Regarding directions and tasks, the Provincial People's Committee has set 29 targets in 4 fields: (1) Economic targets: 7 targets, including striving for a growth rate of gross provincial product (GRDP) at constant prices of 10% (Area I increased by 3.01%; Area II increased by 17.10%; Area III increased by 11.19%; Product tax minus product subsidies increased by 9.39%); (2) Cultural-social targets: 15 targets; (3) Environmental targets: 5 targets; (4) National defense and security targets: 2 targets.

To achieve the 10% growth target and other indicators in 2026, the Chairman of the Provincial People's Committee, Tran Tri Quang, stated that the focus will be on directing the effective implementation of key scenarios and tasks.

For the agricultural sector: Develop flexible agricultural production plans that adapt to weather conditions, climate change, and market fluctuations; ensure that the overall sector's production value growth target reaches at least 3%.

For the industrial and construction sector, by the beginning of 2026, renewable energy projects will be put into operation: 3 wind power plants with a capacity of 174 MW, including: Sunpro; Duyen Hai Wind Power Plant - 48 MW; and Thang Long Wind Power Plant - 96 MW. By the end of 2026, an additional 5 wind power projects will be completed, with a total capacity of 329.56 MW, including: Thanh Hai - Tan Hoan Cau Wind Power Plant (85.6 MW), and 4 plants under construction by REE and Truong Thanh Group (total capacity 244 MW). Maintain and expand production capacity in important industrial sectors such as: food production and processing, beverage production, garment manufacturing, leather and related products manufacturing…

Strengthen efforts to attract secondary investors to Phu Thuan Industrial Park, striving to lease 30% of the land area by 2026. Complete the investment in and operation of technical infrastructure for Hiep My Tay Industrial Cluster; invest in and build technical infrastructure for Tan Thanh Binh, Tan Ngai, and Phong Nam Industrial Clusters; and accelerate the land clearance process for Tan Binh, Thuan An, C2, and An Duc Town Industrial Clusters.

Investing in key infrastructure projects such as the Climate Change Adaptation Smart Agricultural Value Chain Project, Dinh Khao Bridge, the coastal corridor road, and the road connecting National Highways 60 and 54... has contributed to boosting regional growth and achieving the target of 15.65%.

Removing obstacles in the real estate market and supporting its development and recovery; resolving the issue of sand supply for construction investment projects will accelerate the progress of construction; speeding up the implementation and disbursement of public investment projects, striving to achieve the disbursement rate of capital allocated by the Central Government and the Provincial People's Council; freeing up, unlocking, and channeling resources into production, promoting economic growth.

Calling for investment in the development of port and logistics services, effectively exploiting various modes of transport including road, inland waterway, and sea; promoting the application of information technology, enhancing competitiveness, labor productivity, and the quality of logistics services.

For the service sector: continue to focus on supporting businesses to effectively exploit new-generation FTAs; strongly transform trade promotion methods towards a digital environment; support businesses in participating in cross-border e-commerce platforms to expand market share into demanding markets for the province's key products. Strive for total export turnover in 2026 to reach US$4.1 billion, an increase of 12% compared to 2025. Organize consumer stimulus programs to create favorable conditions for growth in retail, services, and tourism. Aim for a total of 9.8 million visitors to the province, including 1.5 million international visitors; revenue reaching approximately VND 9,400 billion, an increase of 17.6% compared to 2025. Promote the continued growth of important services such as healthcare, education, telecommunications, information, broadcasting, and real estate business.

Six key tasks and three breakthroughs for the five-year period.

For the 2026-2030 five-year socio-economic development plan, the Provincial People's Committee has set a target of an average annual GRDP growth of 10%. The province is implementing six key tasks and three strategic breakthroughs. Specifically, it will focus on implementing the Provincial Planning for the period 2021-2030, with a vision to 2050, closely linking socio-economic infrastructure development with the requirements of integration and regional linkages. Infrastructure breakthroughs will go hand in hand with breakthroughs in developing high-quality human resources. The province will resolutely and effectively implement the Politburo's key resolutions, focusing on improving the quality of human resources, especially those serving key and emerging socio-economic sectors.
