Attending the conference were members of the Provincial Party Committee's Standing Committee, leaders of the Provincial People's Council and People's Committee; heads of departments and agencies; secretaries of district and city Party committees and Party committees directly under the Provincial Party Committee; and chairmen of district and city People's Committees.

In the third quarter of 2023, the dissemination and implementation of central and provincial documents on internal affairs and the fight against corruption and negative practices were carried out regularly and promptly. Internal affairs agencies, units, and localities actively and proactively coordinated to effectively implement the Provincial Party Standing Committee's directives on several complex and prominent cases related to security and order; they focused on verifying and resolving complaints and reports of crimes, investigating, prosecuting, and strictly adjudicating corruption cases and other serious and complex cases of public concern. The work of receiving citizens and engaging in dialogue with the people was strengthened and maintained in a systematic manner. The handling of complaints and denunciations was generally carried out seriously by all levels and sectors in accordance with the law. The fight against corruption and negative practices continued to receive active and effective leadership and guidance. Inspection, auditing, and supervision work has been implemented synchronously in accordance with the set program and plan. This has contributed to maintaining political security and social order, creating favorable conditions for the recovery and socio-economic development of the province.

Speaking at the conference, Comrade Nguyen Tien Thanh, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, acknowledged the achievements in internal affairs and the fight against corruption and negative phenomena in the province over the past period. He also frankly pointed out some shortcomings and limitations that need to be addressed, such as: the work of gathering information and resolving emerging situations and incidents has sometimes been unproactive, untimely, and ineffective; the security and order situation in some areas and localities still harbors complex elements; the handling of complaints and denunciations by some localities, agencies, and units is still not timely, especially at the grassroots level, leading to prolonged and unresolved complaints and denunciations… Regarding key tasks in the coming period, he requested that Party committees, governments, localities, agencies, and units continue to thoroughly and effectively implement central and provincial documents on internal affairs and the fight against corruption and negative phenomena. Strengthening information and communication efforts, enhancing the responsibility of officials, Party members, and all levels and sectors in carrying out internal affairs and combating corruption and negative practices, must create a clear transformation in this area. Reviewing existing programs and plans, focusing on directing their completion to ensure progress and quality. Further improving forecasting, proactively monitoring the situation, avoiding passivity and surprises in all situations, and resolving complex issues arising at the grassroots level. Strengthening public outreach and direct dialogue with citizens to listen to, exchange, and direct the resolution of legitimate and lawful opinions and requests from the people. Focusing on resolving complex cases definitively, preventing backlogs and delays. Emphasizing solutions to prevent corruption and negative practices; strengthening inspection, supervision, and auditing, focusing on sensitive areas prone to corruption and negative practices. Enhance the effectiveness of coordination among functional agencies and relevant organizations and units in detecting and handling violations during inspections, investigations, prosecutions, trials, and enforcement of judgments; resolutely recover misappropriated or lost assets discovered through investigations, inspections, and audits. Promote administrative reform and improve the sense of responsibility and public service ethics of cadres, civil servants, and public employees.
