On the afternoon of December 19th, the Central Party Secretariat held a national conference to summarize the Party's inspection, supervision, and disciplinary work in 2024 and to implement tasks for 2025. The conference was held in a combination of in-person and online participation, connecting to locations in provinces and cities nationwide.

General Secretary To Lam presided over and directed the conference.

Comrades Tran Cam Tu, Member of the Political Bureau, Standing Secretary of the Central Committee, and Chairman of the Central Inspection Committee ; Tran Van Ron, Member of the Central Committee of the Party, and Standing Vice Chairman of the Central Inspection Committee; and Tran Tien Hung, Member of the Central Committee of the Party, and Vice Chairman of the Central Inspection Committee, chaired the conference.

Comrade Tran Duc Thang, Member of the Central Committee of the Party and Secretary of the Hai Duong Provincial Party Committee, personally attended the conference in Hanoi.

In his address to the conference, General Secretary To Lam acknowledged and highly appreciated the proactive efforts of Party committees and inspection committees at all levels in carrying out their tasks in 2024. Noting some shortcomings and limitations, the General Secretary requested that in the coming period, Party committees, Party organizations, and inspection committees at all levels continue to comprehensively implement solutions for inspection, supervision, and prevention of corruption and negative practices, strictly handling violations with the motto "no forbidden zones, no exceptions," and strengthening the building of a clean and strong Party to meet the requirements of the tasks in the new situation.

The General Secretary requested the urgent restructuring and streamlining of the Party and State apparatus, ensuring synchronicity and unity in the direction of being lean, strong, efficient, effective, and effective.

Party committees, Party organizations, and inspection committees at all levels should continue to strongly innovate inspection and supervision methods, promote the application of digital transformation and information technology, contributing to improving the effectiveness, efficiency, and quality of the Party's inspection and supervision work. Furthermore, they should proactively develop and implement the 2025 inspection and supervision work program to ensure the comprehensive and effective implementation of all tasks as prescribed.

With a proactive, positive, decisive, and determined spirit, General Secretary To Lam expressed confidence that Party committees and inspection committees at all levels will continue to excellently fulfill their assigned tasks in 2025.

Speaking at the conference, the Secretary of the Hai Duong Provincial Party Committee expressed strong agreement with the contents of the report on the results of the Party's inspection, supervision, and disciplinary work in 2024; and the direction and tasks for 2025 presented by the Central Inspection Committee at the conference. The Secretary of the Provincial Party Committee affirmed that in 2024, the entire Party inspection sector of Hai Duong province carried out its tasks with high determination and great effort. The results of this work have made many important contributions to the Party building and rectification, the fight against corruption, waste, and negative phenomena, and have helped to strengthen the trust of cadres, Party members, and the people.

The Provincial Party Secretary stated that the Standing Committee of the Hai Duong Provincial Party Committee has focused on leading and directing inspection and supervision work throughout the entire provincial Party organization in a comprehensive manner, from the provincial level to the grassroots, with the spirit of "no forbidden areas, no exceptions".

In 2024, Party committees at all levels inspected 1,350 Party organizations and 1,730 Party members, supervised 703 Party organizations and 1,317 Party members; disciplined 7 Party organizations and 527 Party members, including 52 Party committee members (of which 442 were reprimanded, 66 were warned, 12 were dismissed, and 7 were expelled). The Party Inspection Committees at all levels inspected 1,898 Party organizations; conducted thematic supervision of 605 Party organizations and 596 Party members; and inspected 33 Party organizations and 97 Party members when there were signs of violations. Disciplinary action was taken against 5 Party organizations and 103 Party members, including 28 Party committee members (of which 44 were reprimanded, 34 were warned, and 25 were expelled). Asset and income verification was conducted for 316 Party members.

The Standing Committee of the Hai Duong Provincial Party Committee has decisively directed the completion of the entire 2024 inspection and supervision program, focusing on key, sensitive, complex areas prone to violations. Specifically, Hai Duong has completed 6 out of 6 inspections and supervisions by the Standing Committee of the Provincial Party Committee; 3 inspections and supervisions by the Provincial Steering Committee for Anti-Corruption and Negative Phenomena; and 1 inspection of the Provincial Military Party Committee and 2 key officials of the Provincial Military Command.

In 2024, the Provincial Party Committee's Inspection Commission alone carried out 12 out of 12 scheduled inspections and supervisions, and 11 additional inspections and supervisions. The Provincial Party Standing Committee disciplined 2 Party organizations and considered disciplinary action against 2 Provincial Party Committee members and 1 former Provincial Party Committee member. The Provincial Party Committee's Inspection Commission disciplined 5 Party organizations and 8 Party members; and verified the assets and income of 44 officials in 29 agencies and units.

The Secretary of the Hai Duong Provincial Party Committee assessed that the effective implementation of inspection, supervision, and Party discipline work within the Hai Duong Provincial Party Committee has made a significant contribution to Party building, resolving many difficulties, shortcomings, and risks of loss and waste of state, enterprise, and people's money and assets; and has made a positive contribution to the socio-economic development of the province.

The Provincial Party Secretary stated that in the coming period, Hai Duong will focus on effectively implementing the tasks serving the Party Congresses at all levels, leading up to the 14th National Congress of the Party, in accordance with Guidance No. 08-HD/UBKTTW dated November 18, 2024, of the Central Inspection Committee. This includes effectively monitoring the situation, resolving complaints and denunciations, promptly detecting and strictly handling violations by Party organizations and members, in order to prepare well for the personnel selection for the Party Congresses in the 2025-2030 term.

Hai Duong immediately implemented the streamlining of its organizational structure to ensure efficiency, effectiveness, and effectiveness, in conjunction with restructuring and building a team of cadres in accordance with the Politburo's conclusions on the implementation and review of Resolution No. 18, with a focus on improving the quality of inspection cadres at all levels to ensure they possess the necessary qualities, capabilities, and are up to the task.

Hai Duong will closely coordinate the Party's inspection and supervision work with the work of inspection, investigation, prosecution, and trial. It will effectively carry out the task of verifying the assets and income of officials; and continue to promote the dissemination of the results of inspection and supervision work to warn against and prevent violations, ensuring the educational purpose and setting an example for officials and Party members.

The Provincial Party Secretary respectfully requested the Central Inspection Committee to continue strengthening training, professional development, and guidance for localities; especially in inspection and supervision work serving the Party congresses at all levels and controlling power in the performance of official duties.

Regarding the directions and tasks for 2025, Deputy Chairman of the Central Inspection Committee Tran Van Ron stated that the committee will promptly review, amend, supplement, and perfect the regulations, rules, guidelines, and procedures on inspection, supervision, and disciplinary work of the Party, ensuring synchronicity, coherence, and suitability with the new Party organizational model after restructuring, and meeting the requirements of the tasks set forth.

In 2025, inspection committees at all levels will focus on personnel assessment, resolving complaints and denunciations definitively and in accordance with regulations, primarily concerning Party organizations and members directly involved in the personnel selection for the Party congress; resolutely dealing with individuals who take advantage of the restructuring and streamlining of organizations and the Party congress to make false accusations, causing internal disunity and affecting the personnel selection for the congress. They will seriously, promptly, and effectively implement the directives of the Politburo, the Secretariat, Party committees at all levels, the Central Steering Committee, and provincial-level committees on preventing and combating corruption, waste, and negative practices...

According to information presented at the national conference, in 2024, Party committees at all levels inspected 55,075 Party organizations and 308,028 Party members, concluding that 1,709 Party organizations and 6,058 Party members had shortcomings and violations; disciplinary action was required against 35 Party organizations and 189 Party members; and disciplinary action was taken against 7 Party organizations and 136 Party members. Party committees at all levels also conducted inspections when there were signs of violations involving 344 Party organizations and 2,379 Party members, including 785 Party committee members (accounting for 33%).
