On December 31st, at the Party Central Headquarters, the Central Steering Committee on Anti-Corruption, Waste, and Negative Phenomena (the Steering Committee) held its 27th meeting to discuss and provide feedback on the results of its activities in 2024 and its work program for 2025, as well as the results of directing and handling cases and incidents under the Steering Committee's purview in 2024, along with other important issues.

Many important results represent new breakthroughs.
At the meeting, the Steering Committee discussed and unanimously agreed that in 2024, despite facing many difficulties, thanks to the efforts and determination of the entire political system; the close and decisive leadership and guidance with many new policies and viewpoints of General Secretary To Lam, Head of the Steering Committee; and the efforts and endeavors of the members of the Steering Committee and functional agencies, the fight against corruption, waste, and negative phenomena continued to be strongly implemented, achieving many important results, with new breakthroughs, and more decisive and effective efforts at both the central and local levels.
The work of building and perfecting the institutional framework for socio-economic management and combating corruption, waste, and negative phenomena continues to be strengthened, especially focusing on removing institutional "bottlenecks" and "obstacles" to unlock resources, serve socio-economic development, and improve the effectiveness of combating corruption, waste, and negative phenomena.
The work of detecting and handling corruption and negative practices has been strongly, decisively, and comprehensively directed; violations are dealt with resolutely and strictly, but also in a humane manner, focusing on differentiating in handling violators, protecting officials who dare to think and act for the common good.
In 2024, Party committees and inspection committees at all levels disciplined 709 Party organizations and 24,097 Party members for violations.
The Central Committee, the Politburo, the Secretariat, and the Central Inspection Commission have disciplined 68 officials under central management.
Among these, for the first time, the Politburo disciplined two former key leaders of the Party and State for violating regulations in performing their assigned duties and responsibilities, and in combating corruption and negative practices, violating the rules that Party members are not allowed to break, and failing to set an example; clearly affirming the strictness and high determination of the General Secretary, the Party, and the State in combating corruption and negative practices. Significant results have been achieved in the recovery of assets obtained through corruption.
The Steering Committee is stepping up efforts to combat waste, creating a new shift in awareness and determination, linking waste prevention with the fight against corruption and negative practices. The Politburo and the Secretariat have revised and supplemented the functions and tasks of the Central Steering Committee and provincial-level Steering Committees to direct both waste prevention and control.
The General Secretary and Head of the Steering Committee has issued many strong directives on preventing and combating waste; Party committees and organizations at all levels have thoroughly understood and seriously implemented the key and breakthrough tasks in the work of preventing and combating waste.
In particular, the directive calls for reviewing and resolving difficulties and obstacles, addressing long-standing issues related to projects that are behind schedule and pose a significant risk of loss and waste; and initiating investigations and prosecutions in several cases involving large-scale waste of state budget funds.
The Steering Committee is focused on directing efforts to improve the effectiveness of measures to prevent corruption, waste, and negative practices; especially in personnel work, streamlining organizational structures, and enhancing the revolutionary ethics of cadres and Party members.
The Politburo has issued and directed the thorough implementation of the Regulations on revolutionary ethical standards for cadres and Party members in the new period, creating positive changes in awareness and actions, contributing to preventing corruption, waste, and negative phenomena from the root.
The government, ministries, sectors, and localities are focusing on strongly implementing Government Decree 06, linked with promoting administrative reform, digital transformation, developing the digital government and digital economy, and cashless payments;... contributing to saving time and costs, minimizing harassment and inconvenience for citizens and businesses, improving the business environment, and promoting socio-economic development.
The Steering Committee is promoting and creating strong changes in the fight against corruption, waste, and negative practices at the local level, correctly implementing the principle that the fight against corruption, waste, and negative practices must start from the grassroots level and Party branches; strictly and promptly handling violations, corruption, and negative practices in agencies with functions to prevent and combat corruption, waste, and negative practices. Information and propaganda work on the fight against corruption, waste, and negative practices continues to be strengthened; the role and responsibility of elected bodies, the Fatherland Front, political and social organizations, and the people are better promoted.
Party committees and organizations have directed the strengthening of propaganda and education on revolutionary ethical standards for cadres and party members in the new era; paying attention to building a culture of integrity, free from corruption, waste, and negative practices; strengthening information and propaganda guidance on the prevention and fight against corruption, waste, and negative practices; and at the same time, rectifying and strictly handling violations, corruption, and negative practices in journalistic and media activities.
Media outlets and the press have actively promoted the fight against corruption, waste, and negative practices, especially extensively and prominently publicizing the revolutionary moral example, the viewpoints and guiding thoughts of the late General Secretary Nguyen Phu Trong, and the new messages of General Secretary To Lam on the fight against corruption, waste, and negative practices. This has created a strong ripple effect in society, a high degree of ideological unity, and the support and agreement of cadres, Party members, and the people in the Party and State's determination to fight against corruption, waste, and negative practices. The Party Caucus of the National Assembly, the Vietnam Fatherland Front, and political and social organizations have led and directed the strengthening of supervision of the fight against corruption and negative practices; and directed the strengthening of the work of receiving and processing information, complaints, and denunciations about corruption and negative practices.
Identifying and combating waste as an urgent task.
Concluding the meeting, General Secretary To Lam emphasized the close, synchronized, determined, and decisive coordination of agencies in inspection, auditing, investigation, prosecution, trial, and execution of judgments. This has led to proactive identification and resolute attacks on many major corruption and negative cases, in accordance with the principle of "handling one case to serve as a warning to the entire region and sector," strictly addressing violations but also in a humane, reasonable, and compassionate manner, in accordance with the law, creating high consensus and support from cadres, Party members, and the people.
2025 is the year of Party congresses at all levels, leading up to the 14th National Party Congress. The Central Steering Committee on Anti-Corruption, Waste, and Negative Phenomena requires that the fight against corruption, waste, and negative phenomena be continued more strongly, decisively, and effectively to serve the successful organization of Party congresses at all levels and the country's key, breakthrough, and urgent tasks.
The General Secretary suggested reviewing the Resolution of the 13th National Congress of the Party; and adding programs and plans for combating corruption, waste, and negative phenomena from the beginning of the term that have not yet been implemented to the 2025 work program, ensuring nothing is overlooked.
In 2025, it is necessary to continue researching and comprehensively evaluating the work of preventing and combating corruption, waste, and negative practices from the beginning of the term to the present, in order to further supplement and refine this content in the draft documents of the 14th Party Congress.
The General Secretary affirmed that the fight against corruption, waste, and negative practices does not affect socio-economic development; and strictly prohibits the exploitation of the fight against corruption, waste, and negative practices for harassment or personal gain.
At the meeting, the Central Steering Committee on Anti-Corruption, Waste, and Negative Phenomena unanimously agreed to focus leadership and guidance on overcoming loopholes and inadequacies, removing bottlenecks and obstacles in institutions and laws, creating momentum for innovation, socio-economic development, and combating corruption, waste, and negative phenomena.
The focus is on urgently improving the institutional framework for preventing and combating waste; on the organization and operation of agencies within the political system after restructuring and streamlining; amending, supplementing, and addressing loopholes and inadequacies in mechanisms, policies, and laws identified through review; and building and effectively implementing a national strategy for preventing and combating waste.
The Steering Committee will implement decisive and comprehensive measures to create new and breakthrough changes in the fight against waste at both the central and local levels; it will urgently direct the completion of the review and find solutions to definitively resolve the issues of projects and works that are behind schedule, have long-standing backlogs, are inefficient, and cause significant losses and waste. The results of the review will be reported to the Steering Committee in the first quarter of 2025.
The General Secretary demanded that the fight against waste be implemented decisively and comprehensively, creating strong and breakthrough changes in the work of preventing and combating waste throughout society. By 2025, the fight against waste will be identified as an urgent and priority task that must be done immediately.
First, complete the review of projects that are behind schedule, stalled, prolonged, inefficient, wasteful, or inefficient; there must be breakthrough mechanisms and policies to definitively resolve these issues, resolutely reclaim and eliminate unnecessary projects, and focus on urgent projects; conduct inspections, audits, investigations, and handle a number of typical projects involving waste and inefficiency to serve as a general warning.
The General Secretary emphasized the need to strengthen the fight against corruption, waste, and negative practices, in conjunction with streamlining the political system's apparatus; absolutely no acts of lobbying or group interests are allowed; no exploitation of the streamlining and downsizing of the apparatus for corruption, waste, or negative practices is permitted; and the institutional framework related to organizational structure must be urgently improved to ensure effectiveness and efficiency, preventing the emergence of new waste and negative practices.
The Steering Committee effectively implements regulations on power control and enhances the effectiveness of solutions to prevent corruption, waste, and negative practices. In particular, it strengthens power control and combats corruption and negative practices in personnel management and in agencies with functions related to preventing corruption, waste, and negative practices; prevents corruption, waste, and negative practices in the implementation of organizational restructuring and streamlining, personnel management, and the management and use of assets of agencies and organizations after restructuring and streamlining; promotes administrative reform, digital transformation, transparency, asset and income control, and cashless payments; and continues to effectively implement Government Decree 06.
The Steering Committee will continue to strengthen and create even more significant changes in the effectiveness of the provincial-level Steering Committee for preventing and combating corruption, waste, and negative phenomena; continue to improve the mechanism for people to effectively and efficiently supervise and control power; and create favorable conditions for people to directly report and denounce corruption, waste, and negative phenomena.
The General Secretary emphasized the need for more comprehensive and effective implementation of preventive measures to stop corruption, waste, and negative practices at their root; effectively implementing regulations and power controls to combat corruption and negative practices in personnel work and asset declaration; promoting cashless payments; and ensuring that the fight against corruption, waste, and negative practices permeates every Party branch and every Party member.
Persistently build a culture of integrity, free from corruption, waste, and negative practices; foster in cadres, Party members, and the people a sense of responsibility towards their work, valuing working time, money, state assets, and the people's efforts; decisively address the disease of fear of responsibility, shirking, and avoiding work; and especially, immediately apply the results of digital transformation and science and technology.
Furthermore, strengthening the people's supervisory role in the fight against corruption, waste, and negative practices requires building a solid foundation of public support to successfully and effectively carry out the fight against corruption, waste, and negative practices.
At the meeting, the Steering Committee unanimously agreed to direct the strengthening of inspection, supervision, auditing, investigation, and decisive handling of serious, complex cases of corruption, waste, and negative practices that attract public attention; especially cases related to personnel for Party congresses at all levels.
The goal for 2025 is to complete the investigation and handling of 26 cases and 9 incidents. In particular, focus will be placed on investigating, prosecuting, and bringing to trial the cases occurring at the Phuc Son Group, Thuan An, Vietnam Electricity Group, Thai Duong Group, Vietnam Rare Earth Joint Stock Company, the Saigon-Dai Ninh project (Lam Dong), and Nha Trang airport.
The Steering Committee unanimously agreed to conclude its oversight of 10 cases and 3 incidents under its purview, as these have been resolved in accordance with the law.
