Strengthening the effectiveness of cooperation between Vietnam and foreign non-governmental organizations

Cooperation with foreign non-governmental organizations is an important part of people-to-people diplomacy, contributing to strengthening friendly relations, promoting sustainable development, spreading humanistic values ​​and enhancing connections between Vietnam and international friends.

Cooperation with foreign non -governmental organizations is an important part of people's diplomacy .

On December 4, in Hanoi , the Committee for Foreign Non-Governmental Organization Affairs coordinated with the Vietnam Union of Friendship Organizations to organize the 5th International Conference on Cooperation between Vietnam and Foreign Non-Governmental Organizations, Partners for Prosperous and Sustainable Development. Member of the Party Central Committee, Deputy Prime Minister Bui Thanh Son attended and delivered a speech at the Conference.

The conference was also attended by more than 500 delegates representing ministries, departments, branches, localities, diplomatic missions, international organizations, foreign non-governmental organizations and the business sector.

The 5th International Conference is of great significance in comprehensively assessing the results of cooperation between Vietnam and foreign NGOs in the 2019-2025 period; sharing lessons learned, needs, and development priorities of Vietnam; and discussing cooperation orientations in the new period, ensuring effectiveness, sustainability, and suitability to the rapidly changing world context.

In addition to the plenary session, four thematic workshops will focus on key areas: Developing education and developing high-quality human resources; Sustainable poverty reduction and solving social problems, contributing to creating and managing sustainable social development; Promoting green economic development, circular economy and sustainable environmental protection; Enhancing the effectiveness of cooperation between Vietnam and organizations.

In an overview report on cooperation between Vietnam and foreign NGOs, Vice President of the Vietnam Union of Friendship Organizations and Vice Chairman of the Committee for Foreign NGO Affairs Nguyen Ngoc Hung said that in the 2019-2025 period, although the international context witnessed complex, rapid developments and many profound fluctuations, the cooperative relationship between Vietnam and foreign NGOs continued to be maintained stably, flexibly and achieved many positive results.

As of November 30, 2025, there are 379 foreign non-governmental organizations regularly operating in Vietnam with a total disbursed aid value in the 2020-2024 period reaching nearly 1.14 billion USD. Programs and projects of foreign non-governmental organizations are diverse in fields, closely following the development needs of Vietnam, especially Vietnamese partner agencies and localities. Many new models have created clear impacts and have been replicated. Programs and projects supported by foreign non-governmental organizations are assessed as effective, suitable to needs, with comprehensive and sustainable intervention methods, and directly benefiting the community.

Activities of foreign non-governmental organizations take place in all provinces and cities. Project types, project scales, and cooperation partners are diverse, from inter-provincial and municipal projects with budgets of millions of USD to material and medical aid for a narrow target group. The content of programs and projects increasingly focuses on capacity building and knowledge transfer, contributing to supporting capacity building of many ministries, branches, and localities such as: sharing technical expertise models, building monitoring and evaluation systems in the fields of health, agriculture and forestry, supporting development for localities...

The above results are largely thanks to Vietnam's facilitating policies, notably the National Program on Strengthening Cooperation and Mobilizing Foreign Non-Governmental Aid for the 2019-2025 period. On that basis, the coordination between Vietnam and foreign non-governmental organizations is increasingly equal, transparent and effective, from the stage of determining needs, project design to monitoring and operation.

At the Conference, Chairman of the Vietnam Union of Friendship Organizations Phan Anh Son proposed three key orientations to improve the effectiveness of cooperation in the coming time: First, strengthen the connection of the development ecosystem. This requires closer cooperation between foreign non-governmental organizations, localities, enterprises, research institutions, and people's organizations to maximize resources and reduce duplication in project implementation;

Second, expanding effective cooperation models. Vietnam wishes to accompany foreign non-governmental organizations in developing models with long-term impact, influence and effectiveness, helping to improve community capacity and promote sustainable development;

Third, strengthening the foundation of trust and transparency. Vietnam always appreciates the support of foreign NGOs and is committed to continuing to create an open, responsible and lawful cooperative environment. As the Standing Body of the Committee, the Vietnam Union of Friendship Organizations will continue to listen to proposals and recommendations to cooperate with agencies and report to superior agencies to create effective development solutions.

Always accompany and create conditions for foreign non-governmental organizations to operate effectively in Vietnam.

Speaking at the Conference, Deputy Prime Minister Bui Thanh Son affirmed that in all development policies of Vietnam, people are always placed at the center, as the target, the subject, and the driving force in all programs and projects. Capacity building, ensuring that people have opportunities for comprehensive development, a prosperous and happy life is always the top priority.

Vietnam is steadfast in its foreign policy of independence, self-reliance, multilateralization, diversification of international relations, being a friend, a reliable partner and an active, responsible member of the international community. Cooperation with foreign non-governmental organizations is an important part of people-to-people diplomacy, contributing to strengthening friendly relations, promoting sustainable development, spreading humanistic values ​​and strengthening the connection between Vietnam and international friends.

In that journey, international cooperation, including the non-governmental sector, especially with foreign non-governmental organizations, is an indispensable component. Foreign non-governmental organizations are partners that bring flexibility, creativity, closeness to the community and the ability to reach vulnerable groups and areas that public resources have not yet reached, while also bringing special human values ​​and empathy in nurturing and developing human capacity.

Deputy Prime Minister Bui Thanh Son acknowledged and highly appreciated the positive, practical and persistent contributions of non-governmental organizations and foreign partners to Vietnam in many fields, especially in healthcare, education, poverty reduction, community development, rural development, climate change response, environmental protection, natural disaster prevention, etc., thereby helping people improve their material and spiritual lives.

Many successful models and lessons learned in localities have been replicated and widely applied. Foreign non-governmental organizations have made an important contribution to mobilizing knowledge, technology, and advanced and modern management initiatives from the international community to Vietnam and vice versa, bringing Vietnam's good experiences to the world.

According to the Deputy Prime Minister, Vietnam is entering a new phase of development, moving towards development goals based on green growth, digital transformation, knowledge economy, innovation and sustainable development. This process requires the mobilization and effective use of all resources, including cooperation with foreign non-governmental organizations.

"Vietnam consistently pursues a foreign policy of independence, self-reliance, multilateralization and diversification of international relations, being a friend, a reliable partner and an active and responsible member of the international community. Cooperation with foreign non-governmental organizations is an important part of people-to-people diplomacy, contributing to strengthening friendly relations, promoting sustainable development, spreading humanistic values ​​and strengthening connections between Vietnam and international friends," Deputy Prime Minister Bui Thanh Son emphasized.

Deputy Prime Minister Bui Thanh Son said that in the coming time, Vietnam will issue a National Program on strengthening cooperation and mobilizing foreign non-governmental aid for the 2025-2030 period, while promoting the application of digital technology in the entire state management process for foreign non-governmental activities. The Government is implementing digital transformation, building e-government, digital government and moving towards a digital society. Therefore, foreign non-governmental work is also being strongly digitized, data is being enhanced, databases are being built to serve management, and information is being made public. Vietnam will also apply sets of project evaluation indicators according to international standards, ensuring transparency and accountability in all stages, thereby approaching common standards of the world.

In the coming time, Deputy Prime Minister Bui Thanh Son hopes that foreign non-governmental organizations will continue to accompany Vietnam in priority areas such as human development, improving social security, responding to climate change, digital transformation, innovation, promoting gender equality and sustainable community development; at the same time, continue to share experience, knowledge and technology; connect Vietnam with international expert networks; and help Vietnam participate more deeply in global initiatives.

Deputy Prime Minister Bui Thanh Son also requested ministries, branches and localities to innovate their thinking and management methods towards focusing on serving the people and serving community development; proactively accessing aid sources; strengthening administrative procedure reform, enhancing technology application; and paying special attention to project sustainability.

Deputy Prime Minister Bui Thanh Son believes that with the spirit of international solidarity, goodwill, responsibility and creativity, the 5th International Conference on Cooperation between Vietnam and Foreign Non-Governmental Organizations, Partners for Prosperous and Sustainable Development will open up new cooperation opportunities, new approaches and new commitments for the 2025-2030 period. The Vietnamese Government is committed to listening, accompanying and creating the best conditions for foreign non-governmental organizations to operate effectively and promote good values ​​in Vietnam.
