Strengthening cooperation and connection between Hai Phong (Vietnam) and Shenzhen (China)

On the afternoon of October 15, at An Duong Industrial Park, An Phong Ward, Shenzhen City Development and Reform Commission (China) worked with Shen Viet Joint Investment Company Limited (Investor in construction and infrastructure business of An Duong Industrial Park) and organized the "Working Program on Shenzhen Enterprise Products and Services". The program had the participation of many high-tech enterprises of Shenzhen City (China).

Speaking at the event, Ms. Guo Zi Ping, Director of the Shenzhen Municipal Development and Reform Commission, expressed her pleasure at visiting Hai Phong and affirmed that Hai Phong is not only an important gateway for Vietnam in connecting with the "Belt and Road" initiative, but also an international sister city of Shenzhen. Ms. Guo Zi Ping hoped that through this program, Shenzhen businesses would strengthen cooperation with Hai Phong businesses in particular and Vietnamese businesses in general.

Ms. Guo Zi Ping stated that Shenzhen is a leading city in China's reform and opening-up process and is recognized as a "city of innovation." In 2024, Shenzhen's GDP reached 3.68 trillion yuan (approximately US$516.7 billion), ranking 10th globally. The city has nurtured many leading global technology corporations such as Huawei, Tencent, BYD, DJI, Honor, Intellifusion, and Dobot. These companies have achieved outstanding success in fields such as engineering services, digital energy, artificial intelligence, platform economy, and smart manufacturing.

Ms. Guo Zi Ping also introduced some key areas in which Shenzhen enterprises have been cooperating, such as cooperation in engineering services; digital energy; artificial intelligence; e-commerce and supply chain; smart manufacturing, etc.

With many technology companies involved, Ms. Guo Zi Ping hopes that Shenzhen-based businesses will strengthen cooperation and invest in Vietnam in consulting on urban development and infrastructure upgrading – working together with Vietnam to create a new standard for infrastructure in Southeast Asia.

Shenzhen also hopes to strengthen cooperation with Vietnam in the field of digital energy to jointly move towards a smart, low-carbon, and sustainable energy future; cooperate in areas such as telemedicine and urban governance, jointly nurturing practical solutions suitable to local conditions; support Vietnamese small and medium-sized enterprises to connect directly with 1.4 billion Chinese consumers through e-commerce platforms and integrated supply chains; support Vietnamese industry to reach new heights and make breakthroughs in the digital economy…

During discussions with businesses operating in the An Duong Industrial Park, Ms. Guo Zi Ping stated that businesses are very satisfied with the investment environment in Hai Phong. To further facilitate investment in the city, Ms. Guo Zi Ping suggested that city leaders continue to focus on training high-quality human resources, supporting experts coming to work, and ensuring sufficient and stable electricity supply and prices for high-tech businesses…

At the program, Le Trung Kien, Head of the Hai Phong Economic Zone Management Board, also shared with the delegation from the Development and Reform Commission and high-tech enterprises of Shenzhen city about the potential strengths of the new Hai Phong.

According to Mr. Kien, from July 1, 2025, after the merger of Hai Phong and Hai Duong, Hai Phong city will have an area of ​​nearly 3,200 km2, a population of over 4.6 million people, and its economy will rank third in the country. For the past 10 years, Hai Phong city has consistently maintained double-digit GRDP growth, and Chinese businesses have made significant contributions to the city's economic development.

Hai Phong has established 12 new industrial parks covering 3,203 hectares, bringing the total number of industrial parks in the city to 43 with an area of ​​12,043 hectares. The city prioritizes resources for the development of the Lach Huyen International Gateway Port (container berths No. 3, 4, 5, and 6 have been completed and are operating efficiently; berths No. 7 and 8 are under preparation for investment). Notably, the groundbreaking ceremony on September 26, 2025, for the Tan Trao Industrial Park infrastructure project (phase 1) and the Hai Phong LNG Thermal Power Plant marked a new stage of development, creating strong growth momentum and increasing the city's investment attractiveness.

Also in 2025, the Prime Minister decided to establish the Southern Hai Phong Coastal Economic Zone with a scale of 20,000 hectares; implement a free trade zone of nearly 6,300 hectares with 17 special and outstanding mechanisms and policies; and form a specialized economic zone in the western part of the city with a scale of 5,300 hectares, contributing to expanding the development space and creating favorable conditions for investment, trade, production and business of domestic and foreign enterprises. Hai Phong is among the leading provinces nationwide in administrative reform and investment and business environment; in 2024 alone, it ranked first nationwide in four indicators: PAR INDEX, PCI, SIPAS and PGI.

Mr. Le Trung Kien hopes that the Shenzhen and Hai Phong authorities will jointly submit a proposal to the relevant agencies of both countries to open a direct flight route from Hai Phong to Shenzhen.

The Head of the Hai Phong Economic Zone Management Board also requested that Shenzhen businesses continue to research and invest in building more high-tech industrial parks in Hai Phong, and affirmed that the city will ensure sufficient electricity supply for high-tech businesses in these industrial parks. At the same time, the city will strengthen the training of high-quality human resources to meet the needs of technology businesses…

At the program, representatives from various businesses heard presentations from Shenzhen technology companies on many high-tech technologies such as smart city development, network security and cloud computing, cross-border supply chain solutions, and software supporting businesses.
