The seminar was organized to commemorate the founding day of the Legal Aid organization (September 6, 1997 - September 6, 2025).
In his opening remarks at the seminar, Mr. Le Ve Quoc, Director of the Department of Legal Dissemination, Education and Legal Aid, stated that, in the current context and requirements for reform, the Law on Legal Aid needs to be reviewed and amended to meet the development of legal aid in a modern direction and better meet the legal aid needs of the people.
Regarding the proposed amendments to several articles of the 2017 Law on Legal Aid, which are being considered for inclusion in the 2026 legislative program, Mr. Le Ve Quoc hopes that the seminar will provide an opportunity for experts to focus on and thoroughly research the necessary amendments and the relevant content that should continue to be implemented.
At the same time, clarify the position of legal aid providers in the context of building a public lawyer system; propose mechanisms to strengthen coordination between the Department of Legal Dissemination, Education and Legal Aid, the Departments of Justice, local Legal Aid Centers and associations to ensure that legal aid for vulnerable groups in society is effective and substantive, meeting current practical requirements.
Speaking at the seminar, Mr. Pham Van Thanh, Vice President of the Vietnam Federation of Associations of People with Disabilities, said that in recent times, the Federation has focused on implementing legal aid services and has achieved many important results.

Accordingly, the Union of Associations has established the Institute of Science and Legal Support, with the function of gathering scientists, experienced experts, and professional staff to research and provide scientific and technological services in various aspects of life, contributing to protecting the legal rights and interests of vulnerable people and people with disabilities, while supporting vulnerable people and people with disabilities to live confidently, equally, and fully integrated into society.
However, Mr. Pham Van Thanh stated that there are still some difficulties regarding resources in the implementation of legal aid services. Therefore, he proposed increasing resources and creating favorable mechanisms for the implementation of legal aid services.
Experts also proposed strengthening initial legal aid services; further clarifying the financial mechanisms in legal aid activities; promoting communication about legal aid, properly assessing the position and role of legal aid in building a rule of law state; continuing to build and improve the legal system on legal aid; expanding the scope of legal aid services, etc.
