Delegate Tran Khanh Thu (Hung Yen) assessed that, in the context of the health system facing many challenges in terms of human resources, facilities and the increasing demand for health care of the people, the National Assembly devoted an entire session to discussing the draft Resolution related to a number of breakthrough mechanisms and policies for the work of protecting, caring for and improving people's health; investment policy for the National Target Program on health care, population and development for the period 2026 - 2035, continuing to demonstrate the Party and State's interest in people's health care. Because without strong enough policies and guidelines, it is very difficult to achieve the goal of protecting and caring for people's health that the Party has set.

Delegate Nguyen Cong Hoang ( Thai Nguyen ) said that the National Assembly's discussion of the draft Resolution was very timely and extremely important not only for the people but also for the entire health sector in the current period. The draft Resolution raised many issues that needed attention and were very specific, such as: paying attention to people's primary health; periodic health check-ups for people... But the focus was on creating a breakthrough in health care for the entire population. We have done these things before. However, this time it was done synchronously, minimizing many potential risks to people's health... According to the spirit of the draft, we will synchronously expand the grassroots health system, create a closely linked network and a unified management system nationwide to better care for and serve the people.

The issue of breakthroughs in health care for people and related to the investment policy of the National Target Program on health care, population and development for the period 2026 - 2035, aiming to cover health care for subjects in remote, border, island areas... to create a common ground, contributing to people's access to better health care.

Responding to the question of how to make the primary health care system an “effective gatekeeper”, the delegate said that primary health care plays a very important role. Our primary health care system was previously designed in a preventive manner, focusing mainly on disease prevention. However, we are now adjusting this work like developed countries in the world. Accordingly, primary health care agencies will monitor and store the health records of people within their management scope and link and share information on this data with hospitals for examination and treatment when needed. Along with that, primary health care can also receive and continue treatment after patients have been examined and treated at the hospital…

Regarding the treatment policy for staff working in the health sector, according to delegate Nguyen Cong Hoang, in order to successfully implement the policy of caring for and protecting people's health and the National Assembly's Resolution on this issue, we need to consider applying appropriate treatment policies for doctors, nurses, etc., those working in the health sector, especially those working in remote areas, border areas, and islands; it is necessary to apply a salary increase period in a priority direction for these subjects to encourage and motivate medical staff to work better and serve the people better. Thereby contributing to the successful implementation of the Party and State's policy on health care for the people.

Regarding the question of which breakthrough should be prioritized among the following stages: preventive medicine, treatment, human resources, technology, digital transformation, finance or health system operating mechanism, the delegate emphasized that all of these stages are important and have an impact, complementing each other for mutual development. Therefore, it is necessary to prioritize promoting synchronization, and not to underestimate any stage. Only then can we develop the health system of the whole country well, meeting the goal of ensuring the health of all people.
