Tay Ninh accelerates disbursement of funds for key transportation projects.

The Provincial People's Committee clearly assigns responsibility to the project owners to develop detailed disbursement plans on a weekly, monthly, and quarterly basis.

Accordingly, the Provincial People's Committee requested investors, project management boards, departments, and localities to focus on and urgently implement a comprehensive range of solutions, considering this a crucial political task aimed at creating momentum for the development of transportation infrastructure and promoting socio-economic growth.

For the Ho Chi Minh City Ring Road 3 project, the Long An Investment and Construction Project Management Board must accelerate construction progress and disbursement, ensuring technical traffic opening in 2025 and complete the entire project by 2026.

Regarding the Ho Chi Minh City Ring Road 4 project, the province requested the Long An Investment and Construction Project Management Board to urgently prepare for investment, especially compensation, support, resettlement, and construction of access roads within Tay Ninh province.

In addition, expedite the completion of investment procedures to attract investment in the two key components under the PPP model.

Regarding component project 4 on compensation, support, and resettlement for the Ho Chi Minh City – Moc Bai expressway section passing through Tay Ninh province, the Tay Ninh Provincial Investment and Construction Project Management Board is urgently reviewing and re-determining the total investment amount, submitting a proposal for adjusting the policy, and allocating funds for implementation.

The Provincial People's Committee clearly assigns responsibility to project owners to develop detailed disbursement plans on a weekly, monthly, and quarterly basis; striving to achieve over 75% of the capital plan assigned by the Prime Minister by the end of the third quarter of 2025 and 100% for the whole year.

Those who fall behind schedule will be subject to review and criticism; conversely, teams and individuals who resolve obstacles and accelerate progress will be promptly rewarded.

In addition, compensation, support, and resettlement efforts must be accelerated. The Provincial People's Committee directs the Land Fund Development Center and compensation councils at all levels to coordinate closely, strengthen propaganda, and mobilize the people to agree to the implementation.

The Department of Agriculture and Environment is responsible for advising on solutions and promptly addressing issues related to land valuation and compensation plans.

To ensure the supply of construction materials, the Provincial People's Committee requests that investors and contractors cooperate to resolve difficulties in supply, and may consider increasing the advance payment amount when necessary.

At the same time, the Department of Agriculture and Environment, in coordination with the Department of Construction and local authorities, is urgently granting licenses and increasing the mining capacity of material quarries, and strictly managing the transportation of minerals for key projects.

With these decisive directives, Tay Ninh expects the disbursement of public investment capital in 2025 to meet its targets, contributing to the early commissioning of key transportation projects and creating momentum for the development of the locality and the Southern key economic region.
