Thanh Hoa has 2 thermal power projects in the list of national key energy projects.

The Prime Minister has just issued Decision No. <a href=”https://thuvienphapluat.vn/van-ban/Tai-nguyen-Moi-truong/Quyet-dinh-2634-QD-TTg-2025-Danh-muc-du-an-quan-trong-quoc-gia-trong-diem-nganh-nang-luong-682759.aspx” >2634/QD-TTg</a> dated December 2, 2025 approving the List of important national works and projects, key to the energy sector, including a number of projects in Thanh Hoa province.

Nghi Son LNG Thermal Power Plant

Nghi Son LNG project was approved for investment in March 2024 with a total investment capital of about 58,000 billion VND (more than 2.4 billion USD). The designed capacity is 1,500 MW. The project implementation area is about 68.2 hectares.

According to the plan, the factory is expected to be commercially operational before 2030. The project is considered one of the three major "super projects" of Thanh Hoa , after other key projects in Nghi Son Economic Zone.

Cong Thanh LNG Thermal Power Plant

The Cong Thanh LNG Thermal Power Plant is a major project in Thanh Hoa, with an expected capacity of about 1,500 MW, and a total investment of about VND47,000 billion. The project is expected to provide a stable power source for the Northern region, contributing to ensuring national energy security. After many years of delays and difficulties, the project is being accelerated and is expected to start construction in 2027 and complete commercial operations in 2030.

If implemented on schedule, these projects will create a breakthrough in power supply capacity, promote industrial and service development in Thanh Hoa, and make a large contribution to the local budget.

+ 32 power source projects (21 thermal power plant projects; 9 hydropower plant projects; 2 offshore wind power projects);

+ 7 LNG warehouse projects;

+ 7 projects in the gas - electricity project chain;

+ a number of power line and transformer station projects (12 projects to connect and release power source capacity, 8 projects to increase electricity import, 14 projects to increase transmission capacity and supply electricity to large load areas)

+ 1 petrochemical refinery project (Dung Quat Oil Refinery Upgrade and Expansion Project);

+ 3 projects of industrial and service centers for renewable energy in the South Central - South region (High voltage underground cable manufacturing factory (HVDC) serving renewable energy projects; Industrial and service center project for renewable energy in Ho Chi Minh City; Industrial and service center for renewable energy in Khanh Hoa).
