Thanh Hoa province has proposed upgrading Tho Xuan Airport through a combination of public-private partnerships and state budget funding.
On December 19th, the Thanh Hoa Department of Transport announced that the Party Committee had submitted a report to the Standing Committee of the Thanh Hoa Provincial Party Committee regarding the plan for the socialization of investment and operation of Tho Xuan Airport.

Accordingly, approximately 8,200 billion VND will be needed to upgrade the infrastructure of Tho Xuan Airport, including: renovating, upgrading, and expanding Terminal 1 to a capacity of 1.5 million passengers per year, seamlessly connecting with the newly constructed Terminal 2. Expanding the aircraft parking area to 16 positions, accommodating a capacity of 5 million passengers per year...
Invest in the construction of a new air traffic management and control system for runway number 2; build a new Terminal T2 (international terminal) with a capacity to handle 3.5 million passengers per year, increasing the total capacity to 5 million passengers per year.
To implement this project, Thanh Hoa also requested the resolution of issues related to the handling of existing assets on the land at Tho Xuan Airport. At the same time, legal obstacles regarding the allocation of investment capital from the state budget must be removed. Thanh Hoa proposed investing in Tho Xuan Airport infrastructure using a public-private partnership model.
According to the Thanh Hoa Department of Transport, after more than 10 years of operation, Tho Xuan Airport has become one of the driving forces for growth in Thanh Hoa province.
However, in recent years, the number of passengers passing through the port has exceeded its designed capacity (with the highest number of passengers in 2022 reaching 1.5 million passengers/year, exceeding capacity by 25%), while the T2 terminal has not yet been invested in.
The taxiways and runways have been in operation for over 40 years (far exceeding the average design lifespan of approximately 20 years), and the quality of the runway surface and its load-bearing capacity have deteriorated; numerous damages have appeared.
According to the master plan, Tho Xuan Airport is an international airport, serving as a backup for Noi Bai International Airport. Its intended use is a dual-use civil and military airport with two runways, capable of handling 5 million passengers per year. Therefore, investment in upgrading the airport to ensure operational capacity is necessary, including the construction of a second runway and Terminal 2.
