Removing obstacles for the trillion-dollar coastal road project in Quang Ngai

Dung Quat - Sa Huynh Coastal Road Project Phase IIa, Component 1 encountered problems in site clearance.

These two projects are invested by the Quang Ngai Province Traffic Construction Investment Project Management Board, with a total investment of nearly VND 2,100 billion. Specifically, the Dung Quat - Sa Huynh Coastal Road Project Phase IIb, with a total length of more than 16.2 km, divided into 4 sections, passing through the communes of Dong Son, Tinh Khe, Mo Cay, and Lan Phong. The project has a total investment of VND 900 billion, implemented from 2022 to 2025.

According to the investor, to date, the construction volume has reached nearly 72%; disbursement has reached more than 79% of the capital allocated for 2025. The biggest problem is at the construction site of Chau Me Dong bridge, for many months the bridge and the road connecting the two ends of the bridge have had to stop construction.

The investor proposed that the People's Committee of Dong Son commune mobilize households to receive compensation and hand over the land. The People's Committee of Mo Cay commune appraised and approved the compensation plan for agricultural land...

Quang Ngai provincial leaders inspected the Dung Quat - Sa Huynh coastal road project phase IIa, component 1.

Meanwhile, the Dung Quat - Sa Huynh Coastal Road Project Phase IIa, component 1 section through An Phu commune, has not yet established a plan for compensation for residential land; Dong Son commune is establishing a compensation plan. The delay in site clearance related to residential land is due to the lack of resettlement areas.

It is known that the Dung Quat - Sa Huynh Coastal Road Project Phase IIa, component 1, total length 13.28 km, has a total investment of nearly 1,200 billion VND. According to the initial plan, the project was completed in 2025, but up to now, the construction volume has only reached about 82%; disbursement has reached about 52% of the capital allocated in 2025.

Regarding the Dung Quat - Sa Huynh Coastal Road Project Phase IIb, Vice Chairman of the Quang Ngai Provincial People's Committee Nguyen Cong Hoang requested the Provincial Land Fund Development Center to coordinate with Dong Son Commune to review the compensation and resettlement plans for the land area that has problems and has not been recovered, and supplement the missing compensation volume. If these plans have fully ensured the rights according to the provisions of law, the construction protection organization will be established.

Leaders of Quang Ngai Provincial People's Committee requested units to coordinate to remove obstacles in site clearance work.

The Vice Chairman of the People's Committee of Quang Ngai province requested the People's Committee of Dong Son commune to organize propaganda and explain to people so that they understand that this is a key traffic project, built locally, serving the people's economic and social development. Therefore, people need to share and agree to hand over the site in the first quarter of 2026 so that the province can have conditions to speed up construction, soon complete and put the project into use.

Regarding the Dung Quat - Sa Huynh Coastal Road Project Phase IIa, Component 1, the Vice Chairman of the Quang Ngai Provincial People's Committee requested the investor to focus on accelerating the completion of resettlement areas, to soon hand over land, relocate people to new places, recover land, and hand over to the construction unit. Determined to complete site clearance, promote construction, and soon complete the project in the first quarter of 2026.
