Social insurance numbers will be replaced with personal identification numbers/citizen identification numbers from August 1, 2025.

From August 1, 2025, the personal identification number/citizen ID number will officially replace the social insurance number of social insurance and health insurance participants. The use of a unified number contributes to ensuring database synchronization, increasing interoperability with the National Population Database, and improving management efficiency.

On August 4th, the Vietnam Social Security issued Official Letter No. 1804/BHXH-QLT guiding social security agencies in provinces and centrally-administered cities (provincial social security agencies) to use personal identification codes/citizen identification numbers to replace social security numbers and unit management codes.

This is an important step in the comprehensive digital transformation process of Vietnam Social Security, aiming to unify data management methods and create maximum convenience for people and businesses when carrying out administrative procedures on social insurance, health insurance, and unemployment insurance.

The document clearly states that from August 1, 2025, the personal identification number/citizen identification card will officially be used to replace the social insurance code of social insurance and health insurance participants. The use of this unified code contributes to ensuring database synchronization, increasing connectivity with the National Population Database and improving management efficiency.

For entities participating in social insurance, health insurance, and unemployment insurance, including: agencies, units, enterprises, and organizations employing labor; agencies managing beneficiaries; social assistance facilities; charitable and religious institutions; facilities for nurturing and caring for war invalids; organizations supporting the development of beneficiaries participating in social insurance and health insurance as prescribed by law; and other organizations, Vietnam Social Insurance stipulates a code consisting of 3 components: DD, DT, LH.

In this context, DD is the unit identification code recorded on forms used in administrative procedures between the unit and the social insurance agency. For businesses falling under the scope of Decree No. 168/2025/ND-CP dated June 30, 2025, a 10-character business registration number is used, issued by the business registration authority. For units with budget-related relationships as defined in Circular No. 185/2015/TT-BTC dated November 17, 2015, a 7-character budget relationship code is used, issued by the financial authority.

DT is the code for the health insurance participant, consisting of 2 alphanumeric characters and managed in the social insurance agency's database. LH is the code for the type of production and business, consisting of 3 characters, issued in Decision No. 27/2018/QD-TTg dated July 6, 2018, of the Prime Minister .

For collection units, the management code includes: DD is the unit identification code, recorded on administrative transaction forms; TH is the abbreviation of the collecting organization, managed in the social insurance database; HC is the administrative unit code, consisting of 7 characters (2 characters for the provincial-level administrative unit code, 5 characters for the commune-level administrative unit code) according to Decision No. 19/2025/QD-TTg dated June 30, 2025 of the Prime Minister; DT is the collection point code, consisting of 3 characters (starting from 001 to 999), representing each specific collection point.

Vietnam Social Security assigns the Collection Management and Participant Development Board to preside over and coordinate with units under Vietnam Social Security to guide, urge, inspect and supervise provincial Social Security/basic Social Security to organize implementation to ensure compliance with the contents in Official Dispatch No. 1804/BHXH-QLT.

The Information Technology and Digital Transformation Center coordinates with relevant units to update, edit, and upgrade software functions, forms, and business processes to ensure synchronous and unified conversion across the entire system. At the same time, ensure data connectivity between business software in the collection and issuance of social insurance books, health insurance cards, and payment of social insurance, health insurance, and unemployment insurance regimes.

The Propaganda and Participant Support Department shall strengthen propaganda and support for people and organizations in the process of data conversion; promptly receive and answer questions via the Call Center 1900.9068, the Electronic Information Portal of social media channels of Vietnam Social Security and at propaganda, consultation and policy response conferences. Pay special attention to promoting the use of personal identification numbers/citizen identification cards instead of social security codes.

The Health Insurance Policy Implementation Board instructs health insurance medical examination and treatment facilities to fully look up the health insurance benefit levels according to the law, corresponding to each beneficiary code and benefit level (%) on the health insurance card.

The Director of the Provincial Social Insurance Department directs the grassroots social insurance agencies, assigning responsibility to the revenue management officials to coordinate with the units to identify, update, adjust, and supplement missing information according to the new code set; at the same time, promptly compile and report any difficulties to the Vietnam Social Insurance for guidance and resolution.

The Military Social Insurance and the People's Public Security Social Insurance proactively develop their own management codes in accordance with regulations and submit them to the Vietnam Social Insurance for unified use nationwide.

While waiting for the software to be completed, Vietnam Social Security allows the continued use of the issued social security code (10 digits) and the current management code to serve the management, classification, and lookup of professional information related to individuals and units participating in social insurance, health insurance, and unemployment insurance. The conversion will be carried out according to a unified roadmap, ensuring that it does not affect the rights of participants and policy beneficiaries.

Regarding the implementation of data connection and sharing between the National Population Database and the National Insurance Database, by the end of June 2025, the Vietnam Social Insurance system had verified over 100.2 million citizen records in the database managed by the agency. Of these, approximately 91 million people are participating in and receiving social insurance, health insurance, and unemployment insurance benefits, accounting for 99.23% of the total number of participants (excluding the armed forces and military dependents) in the National Population Database.

Synchronizing and verifying the personal identification numbers of social insurance and health insurance participants with the National Population Database has helped to enrich, clean up, and standardize the databases of both the social insurance and police sectors.

After completing the collection, updating, and verification of 100% of participants with the National Population Database, Vietnam Social Security is gradually switching to using participants' personal identification numbers instead of social insurance numbers.
