The Ministry of Education and Training's report on developing a plan for organizing the high school graduation exam from 2025 includes survey opinions from Ho Chi Minh City, Long An , Tay Ninh, Lang Son, and Bac Giang. In addition to the two previously proposed options, several suggestions were made regarding the 2+2 option.

Specifically, students in the high school program and the continuing education program at the high school level must take four subjects: two compulsory subjects, Mathematics and Literature, and two elective subjects chosen from the remaining subjects studied in grade 12, including Foreign Language and History. As a result, 17,981 officials and teachers participated in the survey. Of these, nearly 60% chose the 2+2 subject option.

According to the Ministry of Education and Training, the 2+2 option has the advantage of reducing exam pressure for students and reducing costs for students' families and society as a whole (candidates only take 4 subjects, compared to the current 6). The number of exam sessions is also reduced compared to the current system.

Furthermore, this approach avoids creating an imbalance between admission combinations, aligns with students' career aspirations, and allows students to dedicate time to elective subjects that align with their career goals.

Candidates can choose two elective subjects to take the exam, allowing them to develop their strengths and abilities, and facilitating the use of their high school graduation exam results for university admission. However, a drawback is that it affects the teaching and learning of History and Foreign Languages, which are currently compulsory subjects.

Previously, the Ministry of Education and Training sought opinions from officials and teachers in high schools nationwide, and consulted with leaders of provincial Departments of Education and Training on two options.

Option 1, Choice 4+2, requires candidates to take 6 subjects, including 4 compulsory subjects (Literature, Mathematics, Foreign Language, History) and 2 elective subjects chosen from the remaining subjects studied in grade 12.

Candidates studying in the Continuing Education program (this group of candidates is not required to study a foreign language) must take 5 subjects, including 3 compulsory subjects (Literature, Mathematics, History) and 2 elective subjects from the remaining subjects studied in grade 12.

Option 2, Choice 3+2, requires candidates to take 5 subjects, including 3 compulsory subjects (Literature, Mathematics, and Foreign Language) and 2 elective subjects chosen from the remaining subjects studied in grade 12 (including History).

Candidates studying in the Continuing Education program (this group of candidates is not required to study a foreign language) must take 4 subjects, including 2 compulsory subjects (Literature and Mathematics) and 2 subjects of their choice from the remaining subjects studied in grade 12.

The Ministry of Education and Training continues to seek opinions from localities and experts on the appropriate number of subjects for the 2023 high school graduation exam, based on three options: 4+2, 3+3, and 2+2.

2025 is the year when the first cohort of students under the new general education program will take their graduation exams. On September 20th, Deputy Minister of Education and Training Pham Ngoc Thuong stated that the Ministry is actively finalizing the exam plan, meticulously working with the motto of being concise, stress-free, cost-effective, and having a clear roadmap. The plan incorporates innovation while also building upon and incorporating existing knowledge.

Currently, the high school graduation exam consists of 6 subjects: Mathematics, Literature, Foreign Language, Natural Sciences (Physics, Chemistry, Biology) or Social Sciences (History, Geography, Civic Education).
