On the morning of August 6th, at the National Assembly building, the Standing Committee of the National Assembly organized a forum on parliamentary oversight activities with the theme "Parliamentary Oversight to Foster Development". Issues related to the real estate market and housing for middle and low-income earners were raised by delegates at the forum.

This is the first time the Standing Committee of the National Assembly has organized a National Assembly Forum on oversight activities, demonstrating the continuous innovation in the National Assembly's operations; aiming to evaluate the National Assembly's oversight activities in the past, and thereby propose solutions, suggestions, and recommendations to improve the efficiency, effectiveness, and efficiency of the National Assembly's oversight activities.

The forum took place over one day and included two thematic sessions: "The supervisory activities of the National Assembly contribute to the socio -economic development of the country" and "The supervisory activities of the National Assembly contribute to the improvement of institutions, policies, and laws."

Suggesting the first thematic discussion topic, "The supervisory activities of the National Assembly contribute to the socio-economic development of the country," Vice Chairman of the National Assembly Vu Hong Thanh requested that participating delegates further elaborate on the changes that have occurred since the resolution on supervising the real estate market and developing social housing was passed.

Mr. Vu Hong Thanh cited examples of remaining obstacles and difficulties that need further amendment and resolution, addressing conflicts and overlaps between related procedures concerning land, planning, construction, the real estate market, and housing. He suggested that attention should be paid to clarifying and examining the imbalance between supply and demand in the high-end commercial housing segment, which has a significant surplus. Meanwhile, housing for low-income earners and industrial zone workers, despite monitoring resolutions, remains insufficient.

"What mechanisms and policies are needed for the future? In particular, housing prices are now very high compared to the average income of our citizens, officials, and civil servants."

Looking ahead, what recommendations will the forum participants make regarding this issue? Furthermore, has the National Assembly's oversight role in recent times effectively removed bottlenecks and obstacles hindering the development of the real estate market? Have administrative procedures, conflicts, and overlaps between related laws been resolved, but are there still remaining issues? Is further resolution needed?

"In addition, should we consider whether the oversight activities of the National Assembly and its agencies have truly addressed the real estate market, accelerating and expanding access to social housing for eligible individuals and organizations?" - Mr. Vu Hong Thanh asked.

Speaking in the subsequent discussion, Dr. Tran Du Lich, former deputy head of the Ho Chi Minh City National Assembly delegation, presented four recommendations related to the National Assembly's oversight activities. Among them was the issue of the National Assembly conducting on-site oversight. According to Dr. Tran Du Lich, the National Assembly has already overseen "the implementation of policies and laws on real estate market management and social housing development," but now it needs to oversee the urbanization process, the conversion of agricultural land into wasteland, and the situation of unoccupied houses and wasteful construction.

"In particular, the current real estate market lacks housing for middle and low-income earners. The current real estate market is like an airplane with only business and first-class seats, but no economy class. This is the biggest shortcoming," emphasized Dr. Tran Du Lich.

Another major problem is land prices. We've allowed land prices, particularly agricultural land speculation, to create a bubble, which is now beyond the capacity of the economy and the people to bear.

"This is a major issue in macroeconomic management for the state to foster development," said Mr. Tran Du Lich.

Therefore, Dr. Tran Du Lich proposed that the National Assembly conduct oversight "at its desk," without needing to go anywhere. Accordingly, the National Assembly should organize the compilation, classification, and written analysis of all systems to regulate and facilitate the five types of markets: goods, finance, real estate, labor, and science and technology.

According to Mr. Lich, these five types of markets are being "suppressed" by overlapping regulations in the legal system, so it is necessary to review, clarify, and build a system to facilitate these markets. "This is on-site supervision, with very low costs but the highest effectiveness," Mr. Lich said.
