In the field of education and training, the National Assembly requests the Government and relevant agencies to continue implementing the policy of fundamental and comprehensive reform of education and training.
The National Assembly proposes the full implementation of the tasks and solutions set forth in Resolution No. 686/2023 of the Standing Committee of the National Assembly on the thematic supervision of the implementation of Resolution No. 88/2014 and Resolution No. 51/2017 of the National Assembly on the reform of the general education curriculum and textbooks.
One of the key tasks emphasized by the National Assembly is the need to conduct a comprehensive review and evaluation of the organization of the examination during the transitional period between the two general education programs (2006 and 2018), and to orient a suitable, unified, and stable roadmap for organizing the examination in the following years.
In addition, the Government needs to direct localities to recruit all teachers allocated by competent authorities, thoroughly resolving the issue of teacher surplus and shortage; and to develop and approve a plan for the development of teachers and management staff in preschool and general education institutions for the period 2026-2035.
Amend and supplement regulations on job position frameworks, minimum staffing levels, and implementation roadmaps in educational institutions, in accordance with the practical situation and specific characteristics of each region and locality.
The National Assembly also requested a review and amendment of policies supporting vocational training at the elementary level and training lasting less than 3 months, including expanding the scope of beneficiaries and integrating policies for unified implementation.
On December 10th, within the framework of the 10th session of the 15th National Assembly, the National Assembly will vote to approve a series of important legal documents, creating a strategic breakthrough for the education sector.
Of these, three laws were voted on and passed: the Law amending and supplementing a number of articles of the Law on Education, the Law on Vocational Education (amended), and the Law on Higher Education.
At the same time, the National Assembly also voted to approve the National Assembly Resolution on a number of special and outstanding mechanisms and policies to achieve breakthroughs in education and training development; and the Resolution on the investment policy for the National Target Program on modernization and improvement of the quality of education and training for the period 2026-2035.
The simultaneous adoption of these documents is expected to create a policy turning point, opening up a "golden legal framework" for profound changes, from general education to university and vocational education, meeting the requirements of international integration and developing high-quality human resources to enable the education sector to accelerate in the 2026-2035 period.
