On March 7th, the Nghi Son Town Party Committee's Organization Department held a training conference to implement the work of cadre planning.

At the conference, delegates heard the leaders of the Nghi Son Town Party Committee's Organization Department present Plan No. 209-KH/TU, dated February 29, 2024, of the Town Party Committee's Standing Committee on reviewing and supplementing the personnel planning for the terms 2020-2025, 2021-2026, and 2025-2030, 2026-2031.

Leaders of the Nghi Son Town Party Committee's Organization Department are implementing a plan to review and supplement the personnel planning.
Accordingly, the review and supplementation of personnel planning should ensure sufficient quantity, quality, and a balanced structure, especially with a young workforce, guaranteeing a continuous and stable transition between generations of cadres. This will serve as a basis for training, fostering, rotating, and appointing cadres to meet the requirements of the new situation.
Regarding standards, conditions, and age requirements, these are implemented according to Article 8 of Regulation No. 03-QD/TU dated June 3, 2022, issued by the Standing Committee of the City Party Committee on personnel planning.
Regarding coefficients and numbers: The planning coefficient for Party committees, standing committees of Party committees, and inspection committees at all levels ranges from 1.0 to 1.5 times the prescribed number. A single leadership or management position should not have more than 3 planned candidates.
Regarding the structure, the planning ratios for Party committees and leadership and management positions at all levels are as follows: For towns: Young cadres (under 40 years old) must account for 15% or more, and female cadres must account for 25% or more; female cadres must be included in the planning for Party committee, leadership, and management positions. For communes and equivalent levels: Young cadres (under 35 years old) must account for 15% or more, and female cadres must account for 25% or more; the proportion of ethnic minority cadres must be consistent with the population structure; female cadres must be included in the planning for the commune-level Party committee and in commune-level leadership positions.

According to the plan, the review and supplementation of personnel planning for the 2020-2025, 2021-2026, 2025-2030, and 2026-2031 terms at the commune level and by the Fatherland Front and mass organizations of the town will be completed before April 20, 2024. The town will complete the review and supplementation of personnel planning for the 2020-2025, 2021-2026, and 2025-2030 and 2026-2031 terms before May 10, 2024.

Comrade Truong Ba Duyen, Permanent Deputy Secretary of the Nghi Son Town Party Committee, delivered a speech at the conference.
Speaking at the conference, Deputy Secretary of the Nghi Son Town Party Committee Truong Ba Duyen instructed the subordinate Party committees and branches, and relevant agencies and units, to immediately implement Plan No. 209-KH/TU, dated February 29, 2024, of the Standing Committee of the Town Party Committee after this conference; and to report any difficulties or obstacles encountered during implementation to the Standing Committee of the Town Party Committee for timely guidance.
The City Party Committee's Organization Department, in coordination with other City Party Committee departments, advises the Standing Committee of the City Party Committee on reviewing and supplementing the planning for the Executive Committee, Standing Committee, and key leadership positions of the city for the terms 2020-2025, 2021-2026, and 2025-2030, 2026-2031. Simultaneously, it coordinates with relevant agencies to advise the Standing Committee of the City Party Committee on approving these positions within its authority.
The City Party Committee's Inspection Commission guides the grassroots-level Inspection Commissions in reviewing and supplementing the planning and advising the City Party Committee Standing Committee, and assigns tasks to the Party Committees of communes and wards to report to competent authorities for approval of the planning of positions for Inspection Commission members, Chairpersons, and Vice-Chairpersons.
The Deputy Secretary of the City Party Committee requested that Party committees and branches implement the planning process ensuring compliance with regulations, transparency, democracy, and continuity.
