Nghi Son town trains and deploys cadre planning work

On March 7, the Nghi Son City Party Committee's Organizing Committee held a training conference to deploy cadre planning work.

At the conference, delegates listened to the leaders of the Nghi Son City Party Committee's Organizing Committee deploy Plan No. 209-KH/TU, dated February 29, 2024 of the Standing Committee of the City Party Committee to review and supplement the personnel planning for the 2020-2025, 2021-2026 terms and the 2025-2030, 2026-2031 terms.

Leaders of the Nghi Son City Party Committee's Organization Board deployed the Plan to review and supplement the staff planning.

Accordingly, reviewing and supplementing the staff planning to ensure sufficient quantity, quality, and uniform structure, especially the young structure, ensures continuous and stable transition between generations of staff, as a basis for training, fostering, rotating and appointing staff, meeting requirements in the new situation.

Regarding standards, conditions, and ages, they are implemented according to Article 8, Regulation No. 03-QD/TU dated June 3, 2022 of the Standing Committee of the City Party Committee on personnel planning.

Regarding coefficients and numbers: The coefficient for planning party committees, standing committees of party committees and inspection committees at all levels is from 1.0 to 1.5 times the prescribed number. A leadership and planning management position must not exceed 3 cadres.

Regarding the structure and planning ratio of Party committees and leadership and management positions at all levels, the following direction is: For towns: Young cadres (under 40 years old) from 15% or more, female cadres from 25% or more; there must be female cadres in the planning of Party committees, leadership and management positions. For commune level and equivalent: Young cadres (under 35 years old) from 15% or more, female cadres from 25% or more; the ratio of ethnic minority cadres is suitable to the population structure; there must be female cadres in the planning of Party executive committees at commune level and in commune-level leadership.

According to the plan, the commune level and departments, branches, agencies, units; the Fatherland Front, and mass organizations of the town will complete the review and supplementation of the staff planning for the 2020-2025, 2021-2026 term and the 2025-2030, 2026-2031 term before April 20, 2024. The town will complete the review and supplementation of the staff planning for the 2020-2025, 2021-2026 term and the 2025-2030, 2026-2031 term before May 10, 2024.

Comrade Truong Ba Duyen, Standing Deputy Secretary of Nghi Son Town Party Committee, gave a speech at the conference.

Speaking at the conference, Standing Deputy Secretary of Nghi Son Town Party Committee Truong Ba Duyen requested that Party Committees, affiliated Party cells, relevant agencies and units, immediately after this conference, implement according to Plan No. 209-KH/TU, dated February 29, 2024 of the Standing Committee of the Town Party Committee; in the process of implementation, if there are any difficulties or problems, report to the Standing Committee of the Town Party Committee for timely guidance.

The Organizing Committee of the Town Party Committee shall preside over and coordinate with the Committees of the Town Party Committee to advise the Standing Committee of the Town Party Committee to review and supplement the planning of the Executive Committee, the Standing Committee and key leadership positions of the town for the 2020-2025, 2021-2026 and 2025-2030, 2026-2031 terms, and at the same time coordinate with relevant agencies to advise the Standing Committee of the Town Party Committee to approve positions within its authority.

The City Party Committee's Inspection Committee guides the grassroots Inspection Committee in reviewing and supplementing the planning and advising the City Party Committee's Standing Committee and assigning tasks to the Party Committees of communes and wards to report to competent authorities for approval of the planning of positions of Inspection Committee members, Chairman and Vice Chairman of the Inspection Committee.

The Standing Deputy Secretary of the City Party Committee requested that Party Committees and Party cells carry out planning in accordance with prescribed procedures, publicity, transparency, democracy, and succession.
