MORNING

- From 8:00 to 9:30 : Under the direction of Vice Chairman of the National Assembly Le Minh Hoan, the National Assembly held a plenary session in the hall to listen to the following contents :

(1) Minister of Construction Tran Hong Minh, authorized by the Prime Minister, presented the draft Law on Construction (amended).

(2) Minister of Agriculture and Environment Tran Duc Thang, authorized by the Prime Minister, presented the Report on 02 projects: Law amending and supplementing a number of articles of the Law on Geology and Minerals; Law amending and supplementing a number of articles of laws in the fields of agriculture and environment.

(3) Chairman of the National Assembly's Committee on Science, Technology and Environment Nguyen Thanh Hai presented the Verification Report on 03 projects: Law on Construction (amended); Law on amending and supplementing a number of articles of the Law on Geology and Minerals; Law on amending and supplementing a number of articles of laws in the fields of agriculture and environment.

(4) Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, presented the Report on 03 projects: Law on Tax Administration (amended); Law on Personal Income Tax (amended); Law on Thrift and Anti-Waste.

(5) Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai presented the Verification Report on 03 projects: Law on Tax Administration (amended); Law on Personal Income Tax (amended); Law on Thrift and Anti-Waste.

(6) Minister of Justice Nguyen Hai Ninh, authorized by the Prime Minister, presented the Proposal on 02 projects: Law on Enforcement of Civil Judgments (amended); Law on Judicial Expertise (amended).

(7) Government Inspector General Doan Hong Phong, authorized by the Prime Minister, presented the Draft Law on amending and supplementing a number of articles of the Law on Anti-Corruption.

(8) Chairman of the National Assembly's Committee on Law and Justice Hoang Thanh Tung presented the Verification Report on 03 projects: Law on Civil Judgment Enforcement (amended); Law on Judicial Expertise (amended); Law on amending and supplementing a number of articles of the Law on Anti-Corruption.

- From 9:30 : The National Assembly discussed in groups about:

(1) Draft Law on Temporary Detention, Temporary Imprisonment and Prohibition from Leaving Place of Residence.

(2) Draft Law on Enforcement of Criminal Judgments (amended).

(3) Draft Law amending and supplementing a number of articles of the Law on Judicial Records

AFTERNOON

- From 2:00 p.m. to 2:30 p.m.: Under the chairmanship of National Assembly Chairman Tran Thanh Man, the National Assembly listened to: General Secretary of the Central Executive Committee of the Communist Party of Vietnam To Lam give a speech and discuss and inform about a number of new points and important orientations in the draft documents to be submitted to the 14th National Congress of the Party.

- From 2:30 p.m.: The National Assembly discussed in groups the draft documents to be submitted to the 14th National Congress of the Party.

WEDNESDAY, NOVEMBER 5, 2025

Morning: The National Assembly discussed in groups: (1) Draft Law on Civil Judgment Enforcement (amended); (2) Draft Law on Judicial Expertise (amended); (3) Draft Law on amending and supplementing a number of articles of the Law on Anti-Corruption; (4) Draft Law on amending and supplementing a number of articles of the Law on Intellectual Property.

Afternoon: The National Assembly discussed in groups: (1) Draft Law on Tax Administration (amended); (2) Draft Law on Personal Income Tax (amended); (3) Draft Law on Thrift and Anti-Waste./.
