Morning Session, Item 1: Under the chairmanship of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the assembly hall to hear the following presentations: Deputy Prime Minister Le Thanh Long, authorized by the Prime Minister, presented the draft Law on Management and Investment of State Capital in Enterprises. Chairman of the National Assembly's Finance and Budget Committee Le Quang Manh presented the report on the review of the draft Law on Management and Investment of State Capital in Enterprises. Deputy Prime Minister Le Thanh Long, authorized by the Prime Minister, presented the draft Law on Digital Technology Industry. Chairman of the National Assembly's Science , Technology and Environment Committee Le Quang Huy presented the report on the review of the draft Law on Digital Technology Industry.
Content 2: The National Assembly discussed in groups the following topics: (i) Draft Law on Management and Investment of State Capital in Enterprises. (ii) Draft Law on Digital Technology Industry.
In the afternoon, item 1: Under the chairmanship of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary session in the assembly hall to hear the report presented by the Member of the Standing Committee of the National Assembly and Chairman of the Economic Committee of the National Assembly on the explanation, acceptance, and revision of the draft Resolution on the results of the thematic supervision "Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023"; subsequently, the National Assembly voted to adopt the Resolution electronically, with the following results: 423 delegates participated in the vote (88.31% of the total number of National Assembly delegates), 421 delegates voted in favor (87.89% of the total number of National Assembly delegates), 1 delegate voted against (0.21% of the total number of National Assembly delegates), and 1 delegate abstained from voting (0.21% of the total number of National Assembly delegates).
Content 2: Under the chairmanship of Vice Chairwoman of the National Assembly Nguyen Thi Thanh, the National Assembly held a plenary session in the assembly hall to hear the report on the explanation, acceptance, and revision of the draft Law on Cultural Heritage (amended) presented by the Member of the Standing Committee of the National Assembly, Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh; subsequently, the National Assembly voted to pass the Law on Cultural Heritage (amended) through electronic voting, with the following results: 422 delegates participated in the vote (88.10% of the total number of delegates), 413 delegates voted in favor (86.22% of the total number of delegates), 6 delegates voted against (1.25% of the total number of delegates), and 3 delegates abstained from voting (0.63% of the total number of delegates).
Content 3: Under the chairmanship of Deputy Speaker of the National Assembly Nguyen Duc Hai, the National Assembly discussed the draft Law on Chemicals (amended) in the plenary session. Twelve National Assembly deputies spoke during the session; their opinions were generally in agreement on the necessity of enacting the amended Law on Chemicals to institutionalize the Party's guidelines and policies, overcome the limitations and shortcomings of the current law, and ensure consistency and uniformity within the legal system.
In addition, delegates focused on discussing the following topics: scope of regulation; conformity with the Party's guidelines and policies, constitutionality, legality, and consistency with the legal system; application of the law; interpretation of terms; State policies in the field of chemicals; prohibited acts; the Chemical Industry Development Strategy; responsibility for developing and implementing the Chemical Industry Development Strategy; regulations for chemical projects; declaration of imported chemicals; transportation and storage of chemicals; conditional chemical production and business certificates; regulations on chemicals requiring special control and prohibited chemicals; management of new chemicals; chemical safety data sheets; general regulations on hazardous chemicals in products and goods; chemical database; requirements for physical and technical infrastructure and expertise in chemical activities; safety distances; responsibility for coordinating prevention and response to chemical incidents; Responsibilities for environmental protection and community safety; state management of chemicals; transitional provisions.
At the end of the discussion session, Minister of Industry and Trade Nguyen Hong Dien gave a speech to explain and clarify the issues raised by National Assembly deputies.
Monday, November 25, 2024, Morning: National Assembly adjourned. Afternoon: The National Assembly held a plenary session in the assembly hall to discuss the following: the draft Law amending and supplementing several articles of the Advertising Law; the presentation and verification report on solutions to further address difficulties caused by the COVID-19 pandemic so that Vietnam Airlines Corporation can recover and develop sustainably; and discussion on this matter.
