On Thursday, November 9, 2023, the National Assembly continued its 14th working day of the 6th Session of the 15th National Assembly at the National Assembly building, chaired by National Assembly Chairman Vuong Dinh Hue.

Morning

Under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly discussed in the hall the following contents:

1. Regarding the adjustment of certain provisions of Resolution 53/2017/QH14 dated November 24, 2017, of the National Assembly on the Feasibility Study Report for the Long Thanh International Airport Land Acquisition, Compensation, Support, and Resettlement Project.

During the discussion session, 7 delegates delivered speeches and 3 delegates engaged in debate, focusing on the following issues: the necessity of adjusting some provisions of Resolution 53/2017/QH14; the agreement to adjust the project implementation time and the request for a thorough assessment of feasibility when only allowing the extension until the end of 2024; the causes of the delay and the need for decisive solutions to prevent further adjustments to the implementation time for the next phase; the impact of the adjustment on the goal of bringing Long Thanh International Airport into operation in 2025 for phase 1; the subjective causes and responsibilities for the extension of the project implementation time; whether the National Assembly should issue a general resolution or a separate resolution on this issue; the allocation of capital for the project and the effective implementation of the plan to address employment and reorganize the lives of people in the project-affected area. The implementation of compensation and resettlement support must be public, transparent, and in accordance with regulations, ensuring the legitimate rights and interests of the people; strengthen inspection and supervision, and promptly address any obstacles related to key projects. At the end of the discussion session, Minister of Transport Nguyen Van Thang explained and clarified several issues raised by National Assembly deputies.

2. Regarding the draft Resolution on piloting some specific mechanisms and policies for investment in road transport construction projects: During the discussion session, 14 delegates spoke and 9 delegates debated. The delegates unanimously agreed on the authority and necessity of issuing the Resolution on piloting some specific mechanisms and policies for investment in road transport construction projects.

Many delegates proposed reviewing, supplementing, and refining the principles and criteria for selecting and piloting projects to ensure the selection of truly urgent and necessary projects, avoiding losses, waste, and inefficiency; refining and supplementing principles and criteria related to the management capacity of localities for selecting pilot projects, the funding sources for project implementation, the agencies proposing pilot projects, and the responsibilities for implementing pilot policies; reviewing and evaluating the list of projects requiring pilot mechanisms; the percentage of state capital participation in PPP projects; assessing the implementation of PPP projects in the past; ensuring funding sources, decentralization and delegation mechanisms for implementing pilot projects; sanctions to ensure responsibility for project implementation, fulfillment of capital allocation commitments, and the management, exploitation, and operation of pilot projects.

Delegates also contributed many opinions to improve the pilot mechanism for the projects; they requested the Government to evaluate the implementation of these pilot policies in a number of projects in the past period to have more synchronized solutions and maximize the effectiveness of the pilot policies. At the end of the discussion session, Minister of Planning and Investment Nguyen Chi Dung explained and clarified some issues raised by National Assembly delegates.

Afternoon

1. Under the chairmanship of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly heard the Chairman of the National Assembly's Economic Committee, Vu Hong Thanh, present the Report explaining, receiving feedback, and revising the draft Resolution on the Socio-Economic Development Plan for 2024. Following this, the National Assembly voted to approve the Resolution on the Socio-Economic Development Plan for 2024 through electronic voting. The results were as follows: 450 delegates participated in the vote (91.09% of the total number of National Assembly delegates), of which 447 delegates voted in favor (90.49% of the total number of National Assembly delegates); 1 delegate voted against (0.20% of the total number of National Assembly delegates); and 2 delegates abstained from voting (0.40% of the total number of National Assembly delegates).

2. Under the chairmanship of Deputy Speaker of the National Assembly Nguyen Duc Hai, the National Assembly heard: Chief Justice of the Supreme People's Court Nguyen Hoa Binh present the Submission on the draft Law on the Organization of the People's Courts (amended); and the Chairwoman of the National Assembly's Judicial Committee Le Thi Nga present the Verification Report on the draft Law on the Organization of the People's Courts (amended). Following this, the National Assembly held group discussions on the draft Law on the Organization of the People's Courts (amended).

Friday, November 10, 2023: Morning: The National Assembly voted to approve the Resolution on the State Budget Estimate for 2024; heard: the Presentation and Verification Report on the draft Resolution on the application of supplementary corporate income tax under the global anti-base erosion regulations; the Presentation and Verification Report on the draft Law on Roads; the Presentation and Verification Report on the draft Law on Road Traffic Order and Safety; followed by group discussions on the above contents. Afternoon: The National Assembly voted to approve the Resolution on the central budget allocation plan for 2024; heard: the Presentation and Verification Report on the draft Law on the Capital City (amended); the Presentation and Verification Report on the draft Law on Archives (amended). Following this, the National Assembly discussed in groups: the draft Law on Archives (amended); the draft Law on the Capital City (amended). Government reports on: Preliminary review of the pilot implementation of the urban government model in Hanoi and Da Nang cities, and the results of 3 years of implementing the urban government model in Ho Chi Minh City.
